&lt;br/&gt;Abstract: La monnaie est le reflet du système des relations sociales des sociétés transactionnelles. Elle en porte les valeurs, en promeut les objectifs. Les traités européens fondent un processus d’union sans cesse plus étroite entre les peuples européens. L’Union a pour but de promouvoir la paix. Créée en 1999, la monnaie unique européenne, l’euro, contribue à ce rapprochement entre les peuples en composant une communauté monétaire. Elle met fin à l’état d’anarchie entre monnaies européennes, elle garantit la justice entre les utilisateurs de l’euro, par sa nature dénationalisée et sa stabilité. Cependant, la malingrerie des arrangements institutionnels gouvernant la projection externe du pouvoir monétaire européen confère à celui-ci un rôle modeste dans la préservation de la paix dans l’ordre monétaire international bouleversé par l’émergence des « monnaies » virtuelles.
&lt;br/&gt;
&lt;br/&gt;Commentary: Money mirrors the system of social relations in transaction-based societies. It carries their values and promotes their objectives. The European treaties are the basis for a process of ever closer union between the peoples of Europe. The Union aims to promote peace. Created in 1999, the single European currency, the euro, contributes to this rapprochement between peoples by creating a monetary community. It puts an end to the state of anarchy between European currencies. Its denationalized nature and its stability guarantee justice among the users of the euro. However, the malignancy of the institutional arrangements governing the external projection of European monetary power gives it a modest role in preserving peace in the international monetary order - especially disrupted by the emergence of virtual "currencies.</description>

&lt;br/&gt;Abstract: La séquence budgétaire de l’année 2020 constitue un moment charnière, historique, de l’Union. L’attribution d’une capacité budgétaire inédite (ie. Next Generation EU), par son volume ou ses modalités de financement, renforce la singularité de l’Union comparativement aux organisations internationales de coopération. Elle ouvre aussi et surtout la voie à une réorientation des fonctions assignées au budget européen. Celui-ci cesse d’être réduit à une fonction redistributive au bénéfice des États membres et des territoires en retard de développement économique pour s’affirmer comme un instrument additionnel des budgets des États membres dans l’exercice de fonctions d’allocation et de stabilisation conjoncturelle dans l’Union. S’il est espéré de cette évolution une aptitude renouvelée de l’Union à renforcer son cadre macroéconomique, dans quelle mesure le renforcement des synergies, voire de l’intégration, entre les politiques budgétaires nationales et le budget de l’Union réalise-t-il un renouvellement des mécanismes de représentation et de contrôle démocratique à l’échelon européen ?</description>

&lt;br/&gt;Abstract: For more than three decades, Luxembourg has been on the forefront of commercial and cooperative initiatives that have shaped a vibrant space economy. Since 2017, this role has been brought to legal fruition with three areas designed to make Luxembourg a favorable jurisdiction for registering space missions. The book is an expert article-to-article commentary on these laws, as well as the first no-online publication of the laws otherwise available only in French.
&lt;br/&gt;
&lt;br/&gt;Commentary: The book can serve the authorities as a tool for authorization of space activities. Moreover, it can inspire countries drawing their space legislation. The students can learn how international space law is implemented domestically.</description>

&lt;br/&gt;Abstract: EU administrative law – both as law and as a scholarly field – has, to a significant extent, suffered from a tendency to  seek analogies with categories of state public law, more especially perhaps in its general legal principles and norms common to the various sectors of EU administrative power. I argue in this chapter that this normative approach, which has largely shaped its judicial and scholarly development and has contributed greatly to bringing about an administrative rule of law in the European Union, is limited. Phenomena that, while present in other legal systems, are core to the functioning of the EU legal order cannot be suitably tackled with conceptions of public law inspired by the binary logic of protecting individual legal spheres from the exercise of public authority that has largely grounded administrative law in state settings. In the final section, I propose an imperfect alternative perspective on public law, drawing on the institutionalism of the Italian jurist, Santi Romano.</description>

&lt;br/&gt;Abstract: Technological advances allow for an ever-greater autonomy of automated decision making (ADM) systems in public law. But how can these be held accountable? This paper looks at the question by reviewing some basic concepts of public law, especially legal concepts concerning the delegation of powers. The paper takes into account that ADM systems are software based, are often developed, and deployed with public-private cooperation and are based on large scale data collections. These characteristics need to be considered in developing models of accountability, looking at the relation between law and software (2), asking for procedural requirements for increasingly autonomous ADM (3), analyzing the role of private actors (4) and gives an outlook on cyber-delegation in the EU</description>
