Prévues par le traité de Rome (1957) dans le cadre du marché intérieur, les quatre libertés de circulation (des personnes, des marchandises, des capitaux et paiements, ainsi que des services) sont au coeur du projet européen. Le principe de la libre circulation des personnes, qui compte parmi les droits de l’homme, prend une autre dimension lorsque cinq États membres de la Communauté européenne – le Luxembourg, la Belgique, les Pays-Bas, la France et l’Allemagne – concluent, le 14 juin 1985, l’Accord de Schengen, qui allait préfigurer la citoyenneté européenne et mener vers un espace unique de sécurité et de justice. Moments of crisis like the current one sparked by Covid-19, engage social, economic, cultural and political institutions of a society and stress-test their resourcefulness, while individual and collective food supplies become primary concerns. Where does even the wealthiest of EU member States stand when it comes to food sovereignty and specific vulnerabilities, what needs to change and which food policies are needed to facilitate a sustainable food system – both locally and internationally? Combining qualitative, empirical research methods to textual and statistical analysis, as well as transformative research, I focus on key areas of Luxembourg’s food system presenting challenges – specific ones and structural ones intertwined with issues in other countries – and discuss current and planned pathways of optimisation. I will start out with an analysis of agricultural and commercial specificities of a food system with low self-sufficiency rates, linked to meat and dairy specialisations, but also to market accessibility and market structure issues, leading to heavy imports. I will then shed light on pathways currently put into practice by the State, by economic actors, by educational actors and by social movements and coalitions of the willing, advocating ecological, ethical and qualitative production methods. Finally, I will show how the first Food Policy Council at national level that Luxembourg is currently founding is favoring a deliberate shift towards a multi-stakeholder-lead effective food policy. Putting together an issue on algorithms as a pandemic is raging can feel like a performative act. The more uncertain our ability to contain the virus is, the more predictable and controllable our actions must be to curb its spread. However, predictability and regularity are key features of both the IT-based and social algorithms that govern our lives. In analyzing and discussing the influence of algorithms along social differences, this issue of Texte zur Kunst homes in on highly various aesthetic practices in order to pinpoint those differences. These practices are hardly limited to what is conventionally described as art, let alone high art, yet each contribution is very clear on one crucial point: the life of society keeps eluding the figures – the numbers, images, and ideas – that circulate about it. L’Union européenne plonge ses racines dans la Seconde Guerre mondiale (1939-1945), le conflit le plus meurtrier de l’histoire de l’humanité. Alors que l’Europe tente de se reconstruire, des tensions politiques fracturent le continent entre l’Est et l’Ouest et la guerre froide naissante fait resurgir le spectre d’une nouvelle confrontation. Mais comment forger une paix durable entre les adversaires d’hier ? Le problème principal réside dans la relation entre la France et l'Allemagne, ennemies héréditaires, qui se sont fait par trois fois la guerre (1870, 1914 et 1939). Le chemin de la paix passe par la réconciliation de ces deux puissances antagonistes pour ensuite pouvoir rassembler toutes les nations libres d'Europe afin de bâtir ensemble une « communauté de destin ». Mit dem Ersten Weltkrieg, der „Urkatastrophe des 20. Jahrhunderts“, begann das „kurze 20. Jahrhundert“, das mit dem Ende des Kalten Krieges ausklang. Als epochale Zäsur verstanden, verändern der Erste Weltkrieg und die Pariser Vorortverträge die politische Landkarte Europas nachhaltig. Die Folgen wirken teilweise bis heute nach – wofür Ostbelgien nur ein Beispiel von vielen ist. Im Vergleich zu den großen territorialen und politischen Umwälzungen, welche die Versailler Friedensordnung in weiten Teilen Europas auslöste, könnte man die Abtretung der preußischen Kreise Eupen und Malmedy an Belgien als „geopolitische peanuts“ bezeichnen. Die Folgen der „petite farce belge“, wie die Volksabstimmung von 1920 in der belgischen Presse genannt wurde, waren aus gesamteuropäischer Perspektive kaum mehr als ein „chirurgischer Eingriff“. Un nouveau cas de cancer est diagnostiqué toutes les 9 secondes. Chaque année dans l’Union européenne, 1,3 million personnes décèdent du cancer et le nombre de morts est en hausse. Il s’agit de la première cause de mortalité après les maladies cardiovasculaires, et ses conséquences sur notre santé, sur nos systèmes de santé et sur nos économies sont dévastatrices. Or, plus de 40 % des cas de cancer pourraient être évités. C’est pourquoi le 4 février dernier, la Commission européenne a lancé une consultation publique à travers l’UE ayant pour thème le plan européen de lutte contre le cancer. Ce plan sera présenté avant la fin de l’année et a pour objectif d’aider les États membres à renforcer la prévention et à améliorer les soins dispensés à l’échelle européenne. Notre santé joue un rôle clef pour notre qualité de vie, notre bien-être et notre capacité à contribuer pleinement à la société: que peut-on faire pour la préserver? Pourquoi avons-nous besoin d’un nouveau plan et comment le citoyen européen peut-il en bénéficier au mieux, notamment dans son propre pays? [less ▲]

In this podcast episode, Andreas Fickers, co-author of the book ‘Communicating Europe’, reflects on the transformation of the radio as a communication space in Europe. This episode introduces the story of Hans, who in the 1930s listened to the entire European continent by using nothing but his radio. It illustrates the new possibilities and excitement that came with the radio being introduced as a new communication technology in Europe at the beginning of the 20th century. Andreas Fickers describes how the radio became a mass medium and "a piece of furniture" that was found in every living room. He outlines how the users of the radio have actually co-constructed the way the medium developed, and how the act of radio listening became part of a new way of being European. Drawing parallels with the internet, he predicts that (just as had happened with radio) in the coming decades some form of regulatory regime will be developed around the use of this relatively new medium. Le Web est archivé depuis 1996 par la fondation Internet Archive de Brewster Kahle, tandis que de plus en plus d’institutions nationales, souvent des bibliothèques, se sont également emparées de cet enjeu qu’est la conservation de notre « patrimoine nativement numérique ». Mais à la rapidité de disparition des pages et des sites, au rythme soutenu de modification de leur contenu, répond une impossible exhaustivité. Aussi malgré les quelques 338 milliards de pages archivées par Internet Archive un pan entier de la Toile est perdu : ce constat invite à interroger la sélection des sites et les choix de préservation, mais aussi la nostalgie ou encore le besoin de recontextualiser ce Web du passé, autant d’enjeux qui engagent des acteurs diversifiés - des archivistes aux internautes, en passant par les chercheurs. It seemed fitting to break away from a conference bringing together American and European scholars and researchers working on digital humanities for an old-fashioned face-to-face conversation about Yiddish. During a conference on Digital Hermeneutics at the German Heritage Institute in Washington, DC, I sat down to talk with Gerben Zaagsma, who is an assistant professor at the Centre for Contemporary and Digital History at the University of Luxembourg. In addition to being the author of the book Jewish Volunteers, the International Brigades and the Spanish Civil War (2017), Zaagsma is the curator of the invaluable online collection of links to all things Yiddish, yiddish-sources.com. In this interview, he talks about his chance encounter with Yiddish that started him on the path to studying klezmer music and the Spanish Civil War. While researching a book on an event with global and long-lasting reverberations, he encountered the potency and the frustrations of digital research. Finally, Zaagsma looks to the future of digital studies and Yiddish. [less ▲]

La note de synthèse présente les principaux résultats de l’étude réalisée en 2019 par le Point de contact luxembourgeois du Réseau Européen des Migrations (EMN Luxembourg) intitulée « Pathways to citizenship for third-country nationals in Luxembourg » qui a été publiée en décembre 2019. Cette étude fournit un aperçu de l’accès à la nationalité luxembourgeoise des ressortissants de pays tiers par voie procédurale, et plus précisément sur l’acquisition par naturalisation. Toutefois, cette note ne serait pas complète si l’obtention automatique de la nationalité luxembourgeoise ainsi que les deux autres modes d’acquisition procédurales, à savoir l’option et le recouvrement, ne seraient pas abordées. L’annexe conférence 2020 présente une mise à jour de la note de synthèse « L’accès à la nationalité luxembourgeoise pour ressortissants de pays tiers » publiée en février 2020. Cette mise à jour tient compte d’un changement législatif, entré en vigueur le 25 juin 2020, ainsi que des statistiques des acquisitions de nationalité luxembourgeoise qui ont eu lieu en 2019. En outre, l’annexe présente des informations sur deux éléments faisant partie de l’ordre du jour de la conférence annuelle 2020, à savoir l’incidence du Brexit sur les acquisitions de nationalité luxembourgeoise depuis 2015 et le droit à la nationalité pour enfants apatrides. In der Geschichtsschreibung zu Ostbelgien hat das 19. Jahrhundert über Jahrzehnte ein Schattendasein gefristet. Den Schatten warfen drei geschichtliche Momente: der Staatenwechsel von 1920, die bewegten Jahre bis zum Ende des Zweiten Weltkriegs und die anschließende Säuberung. Häufig wurden Geschichte und Geschichtsbilder zu bloßen Argumenten, um die Angliederung Eupen-Malmedy-Sankt Viths an Belgien 1920 zu verteidigen bzw. zu verdammen. In dieser Folge von „100 Jahre Ostbelgien“ möchten wir wir erklären, wie aus dem so genannten langen 19. Jahrhundert die große Unbekannte der regionalen Vergangenheit wurde und skizzieren, wie die Zeitspanne von der Französischen Revolution bis zum Ersten Weltkrieg heute aus der Sicht der Geschichtswissenschaft dargestellt wird. Early literacy skills are critical for children’s later academic achievement. A wealth of research showed that children’s home languages should not be abandoned, as they are crucial for promoting dynamic multilingualism, assuring cross-linguistic transfer and developing identities. To explore home literacy environment and family language policy of language minority preschool children in Luxembourg, we obtained 600 parent questionnaires, tested 226 children age 4 to 6 in their home languages and Luxembourgish, and interviewed 32 families. The results from the questionnaires showed that the home resources and parent involvement influenced children’s language awareness and their print knowledge irrespective of parent’s education and their wealth. Concerning children’s competences in Luxembourgish, children with positive attitudes towards their school did better than their peers in other schools. In the interviews, parents explained that maintaining home language is important for keeping connections with family, friends and their culture. This is the language parents feel emotionally connected to and the easiest to transmit to their children. Language maintenance is mostly achieved through conversations, movies, games and books in the home languages, children’s attendance of language schools on weekends, celebrations of traditions as well as holidays in the native country of the parents. The home language is, however, not something parents enforce too strictly, as they mostly correct the children’s linguistic mistakes by simple repetition. It is often with great pride that parents report their children having an excellent proficiency in their home language. Finally, through our professional development training in translanguaging we are helping teachers to integrate children’s different home languages and cultures into the classroom and strengthen the home-school collaboration in order to support children’s well-being, learning and identities. The article is based on the analysis of a database of more than 3.000 foreign Jews who had resided in Luxembourg in the 1930s. More than 400 foreign Jews tried to return after the war. [less ▲]

On 20 January 2020, the inauguration of EDIC University of Luxembourg was followed, at the Maison des Arts et des Etudiants in Esch-Belval, by a public debate – a “Citizens' Dialogue” - with Nicolas Schmit, the EU Commissioner for Jobs and Social Rights, moderated by Elena Danescu. Over 350 persons, including many students of the Greater Region, attended the event and took the opportunity to ask questions about youth unemployment, the European youth programme, Brexit, the integration of refugees in the economy, the minimum pay wage, the future measures against the gender pay gap, the workforce of the European Union and the improvement of social rights in Europe. The aim of this blogpost is to review data analysis software. None of the qualitative software (nVivo, Atlas.ti, Maxqda, dedoose.) actually "analyse" the data for you in the way that quantitative software does. They are more applicable in systematically organising, coding, annotating, visualising, etc. rather than data analysis. In essence, the analysis is still the user’s burden, and the software only assists in managing and exploring the data. In particular, this software overlap quite heavily in terms of the features they offer, and most of their differences are in the "look and feel" of the interface. [less ▲]

We consider the problem of recovering the entries of diagonal matrices {U_a}_a for a = 1, . . . , t from multiple “incomplete” samples {W_a}_a of the form W_a = P U_a Q, where P and Q are unknown matrices of low rank. We devise practical algorithms for this problem depending on the ranks of P and Q. This problem finds its motivation in cryptanalysis: we show how to significantly improve previous algorithms for solving the approximate common divisor problem and breaking CLT13 cryptographic multilinear maps.
