C’est ainsi que les Nations Unies adoptent le 15 septembre 1997 la Déclaration universelle sur la démocratie, dont le 10e anniversaire donne lieu la Journée internationale de la démocratie, marquée chaque année depuis 2007, pour sensibiliser à ce sujet les gouvernements et citoyens du monde entier. Depuis 2020, la crise du Covid-19 avec ses défis sociaux, politiques et juridiques majeurs à l'échelle mondiale, ne cesse de mettre la démocratie à l’épreuve en attaquant certains de ses principes constitutifs, notamment la liberté, l’équité, la justice, l’état de droit. A rising number of concrete bridges are showing increasing damage due to corrosion and fatigue. In addition to the regular standard visual inspection, the bridge’s condition can also be recorded using additional tests with repeated static loading and/or dynamic tests. To determine any damage to a structure and to check its structural stability, it is crucial to know the exact system properties of the bridge in its undamaged reference state. The system behavior is influenced by damage and bearing conditions and environmental influences, such as the structure’s temperature. The influence of temperature can even cause larger changes in the measured quantities (bending line or modal parameters) than real damage. Therefore, temperature effects should be compensated before any condition analysis. The present work aims to demonstrate the influence of different bearing types and temperature on a real bridge beam. For this purpose, various static and dynamic tests were performed in the undamaged reference state. [less ▲]

University students have a lot of freedom in organizing their everyday lives, but often also feel stressed and torn between action opportunities. Mindfulness entails the self-regulation of attention on immediate experience and an open and non-judging attitude towards these mental experiences. It is positively related to well-being and to intrapsychic congruence. The aim of the present work is to examine the relationship of daily mindfulness, motivational conflict, and perceived stress in the everyday life of university students. During a week of smartphone-based experience-sampling, 108 university students were asked five times daily about their momentary mindfulness and whether they experience motivational conflicts. Additionally, we assessed perceived stress each evening. The relationship between daily mindfulness, motivational conflict, and perceived stress was analyzed on the daily level with multi-level analyses. Both aggregated daily conflict (i.e., feeling that one should be doing something else) and mindfulness (i.e., being non-judgmental) yielded an effect on perceived stress, even when controlling for between-person differences in study load, for example. Findings underline the relevance of mindfulness for perceived stress in academic contexts and thereby also show an approach to positively influence well-being in university students in the future. As a founding member of most of the major international institutions – including the United Nations (1945), the North Atlantic Treaty Organisation (1949), the Council of Europe (1949), the European Communities (starting with the European Coal and Steel Community in 1951) and then the European Union (1993) –, Luxembourg assumed a key role in European integration and multilateralism. Its constant aim has always been to maintain and strengthen the framework of international law as a basis for democracy, human rights and the values of freedom, peace and security worldwide. Lorsque le 9 mai 1950, le ministre français des Affaires étrangères (natif du Luxembourg) Robert Schuman (1886-1963) énonce ce que l’Histoire retiendra comme la « Déclaration Schuman » et propose la création d’une Communauté européenne du charbon et de l'acier (CECA) réunissant les ennemies héréditaires d’antan - la France et l’Allemagne - personne n’imaginait que cette initiative censée forger une paix durable en Europe allait se concrétiser en moins d’un an. Et pourtant, la première Communauté européenne devient réalité le 18 avril 1951, lorsque les représentants de six pays - Robert Schuman (France), Konrad Adenauer (RFA), Paul van Zeeland et Joseph Meurice (Belgique), le comte Carlo Sforza (Italie), Dirk Stikker et Jan Van den Brink (Pays-Bas) et Joseph Bech (Luxembourg) – concluent le traité de Paris. Dès qu’un metteur en scène entend appréhender le théâtre de Paul Claudel, il se voit immédiatement confronté à un problème de taille : le vers claudélien. En effet, la physionomie sensuelle et baroque des œuvres claudéliennes « n’a rien de français ». Paul Claudel se situe véritablement en dehors de cette tradition théâtrale et se méfie d’ailleurs des acteurs français. Fort de ses séjours internationaux en tant qu’ambassadeur, ce dramaturge ne rédige pas comme la plupart des auteurs français. Tout d’abord, nous commencerons notre exposé en tentant de démontrer ce qui précède par des extraits sélectionnés de Partage de midi. Cela va nous conduire ensuite à nous intéresser plus particulièrement à cette pièce. Plus qu’aucune autre, cette œuvre, à forte teneur autobiographique, est caractérisée par l’érotisme. Ysé et Mesa, les deux protagonistes principaux, sont unis par une relation, non seulement, amoureuse, mais aussi, charnelle. En témoigne la scène 2 de l’Acte II de Partage de midi. Nous verrons, in fine, que l’histoire de la tradition des mises en scène de cette « scène d’amour » démontre que certains metteurs en scène vont davantage privilégier un érotisme cérébral et textuel, tandis que d’autres vont plutôt s’axer sur un érotisme physique et corporel, où le toucher entre les partenaires est d’importance. The Belgium-Luxembourg Economic Union (BLEU) was established on 25 July 1921. Some years later, in 1935, three additional sections were added to the BLEU Convention: on financial and monetary matters, a common trade regime and a “special revenue community” with specific excise duties. In 1963, the provisions of the BLEU were revised following the entry into force of the European Economic Community (EEC) and Benelux. The two countries renewed the Convention in a new enhanced version on 18 December 2002, reflecting a determination to extend their collaboration beyond the economic and monetary field and paving the way for closer political and administrative cooperation, especially in the areas of justice, citizenship, health and cross-border synergies in the Greater Region, and creating a framework for dialogue within the European Union. For one century now, Belgium and Luxembourg have enjoyed a strong bilateral partnership, one that has been marked by various difficulties and tensions but has been deepened and renewed over the years. The centenary of the BLEU, which occurs in a context beset by unprecedented challenges and uncertainties for the Greater Region, Europe and the international community, is an opportunity for discussion and reflection on the lessons that can be learned from the past, the current situation and prospects for the future of this union. The Fall of Monuments: a Public History Monuments have, for a few years now, been hitting the headlines all over the world. Public debates do not focus so much on the erection of new monuments as they do on acts of vandalism, removal, and destruction. If destructions of monuments are not new – for example during the French Revolution – their multiple examples all around the world (United States, England, Australia, Spain, Argentina, South Africa for instance) raise questions about their origins, meanings, and consequences. In my presentation, I propose to understand those synchronous destructions and removals through the angle of public history. Developed as a process to include publics into its production, interpretation, and communication, public history helps to better understand the issues at stake in destroying monuments. In the words of Ludmilla Jordanova, the past is more than ever considered as a public property subject to many different interpretations. Remembering and interpreting the past has become more democratic, more participatory, more diverse but has also shacked power relations. New participatory practices have impacted how we memorialize and interpret the past at official levels. Questions such as who owns the past and who can decide what historical events, actors can be remembered through monuments are being reconsidered. In this reinvention of our relations to monuments – and indirectly to the past – I propose to reconsider the role of historians. I argue that more than simply interpreting the past, historians can help communities deciding what to do with (unwanted) monuments [less ▲]

Although the idea of Europe dates back to ancient times and was crystallised in the Enlightenment, the plan for European unification emerged in the second half of the 20th century as a consequence of an economic process based on a single market and a single currency. European integration is therefore a recent chapter in the history of Europe, one which has been written before our very eyes, but it remains fragmented into disparate national histories. In the 21st century, those writing the history of Europe find themselves confronted with a threefold challenge: they must meet the demands of the digital age, adjust to the paradigm shift within the historical discipline and navigate the geopolitical upheavals that the continent has been experiencing since 1989 (the fall of communism; the enlargement of the European Union; the many crises the EU has faced, including Brexit; the divide between institutions and citizens; the socio-economic consequences of the global crisis, including the COVID-19 health crisis; the new nature of transatlantic relations, etc.). The authors tell from the lives of three married couples. The men and one of the women immigrated to Luxembourg from Russia via Germany and France at the beginning of the 20th century, the other two wives came from Luxembourg or the border area. The married couple Aronow-Herz, Fakorowitsch-Levy and Lukmanski-Lubinstein and their children tell stories of migration and integration, of constraints and freedom, of plans and setbacks. And then the story of the unthinkable: the Shoah. In the first so-called Pole transport alone, including these three families, a total of 323 Jews were deported from Luxembourg on October 16, 1941 to Litzmannstadt (Lodz): 89 Luxembourgers, 234 non-Luxembourgers, mainly Germans, Poles, stateless persons - mostly from Russia and Poles - some Lithuanians, Letters, Dutch and French. Only eleven out of 323 survived the deportation. [less ▲]

Our working hypothesis is that key factors in COVID-19 imaging are the available imaging data and their label noise and confounders, rather than network architectures per se. Thus, we applied existing state-of-the-art convolution neural network frameworks based on the U-Net architecture, namely nnU-Net [3], and focused on leveraging the available training data. We did not apply any pre-training nor modi ed the network architecture. First, we enriched training information by generating two additional labels for lung and body area. Lung labels were created with a public available lung segmentation network and weak body labels were generated by thresholding. Subsequently, we trained three di erent multi-class networks: 2-label (original background and lesion labels), 3-label (additional lung label) and 4-label (additional lung and body label). The 3-label obtained the best single network performance in internal cross-validation (Dice-Score 0.756) and on the leaderboard (Dice- Score 0.755, Haussdor 95-Score 57.5). To improve robustness, we created a weighted ensemble of all three models, with calibrated weights to optimise the ranking in Dice-Score. This ensemble achieved a slight performance gain in internal cross-validation (Dice-Score 0.760). On the validation set leaderboard, it improved our Dice-Score to 0.768 and Haussdor 95- Score to 54.8. It ranked 3rd in phase I according to mean Dice-Score. Adding unlabelled data from the public TCIA dataset in a student-teacher manner signi cantly improved our internal validation score (Dice-Score of 0.770). However, we noticed partial overlap between our additional training data (although not human-labelled) and  nal test data and therefore submitted the ensemble without additional data, to yield realistic assessments.
