Im Zentrum dieses Kapitels stehen zentrale Aspekte der fachlichen Diskurse von Experten zu Gesundheit und Wohlbefinden von Jugendlichen in den jugendrelevanten Feldern Luxemburgs. - Das Wohlbefinden und die Gesundheit von Jugendlichen werden in den Fachdiskursen meist vor dem Hintergrund aktueller gesellschaftlicher Entwicklungen (z.B. steigendem Leistungsdruck, Digitalisierung) einerseits und der Verfügbarkeit von familiären und strukturellen Ressourcen andererseits thematisiert. - Die Förderung der psychischen Gesundheit und des Wohlbefindens von Jugendlichen erfährt eine zunehmende Resonanz in den luxemburgischen Fachdiskursen. - Stresssymptome und psychosoziale Belastungen werden als „neue Zivilisationskrankheiten“ charakterisiert, die immer mehr junge Menschen betreffen; Aspekte körperlicher Gesundheit werden seltener thematisiert. - Ansätze einer ebenen- und feldübergreifenden Vernetzung der Bereiche und Dienste im Sinne einer ganzheitlichen, jugendzentrierten Förderung befinden sich ebenfalls im Aufwind. - Das Paradigma „Kinder und Jugendliche im Mittelpunkt“ hat sich feldübergreifend als Handlungsmaxime durchgesetzt. - Verwirklichungs- und Mitgestaltungschancen für Jugendliche werden als wichtige, aktivierende Maßnahmen zur Förderung von Wohlbefinden und Gesundheit diskutiert. Insgesamt berichtet eine überwiegende Mehrheit der Jugendlichen ein mittleres bis hohes Wohlbefinden und schätzt die eigene Gesundheit als „ausgezeichnet“ ein. Die luxemburgischen Jugendlichen bewegen sich damit im internationalen Vergleich im oberen Mittelfeld. Das hohe Maß an Wohlbefinden in der jungen Bevölkerung ist über die letzten Jahre weitgehend stabil geblieben, während sich das subjektive Gesundheitsempfinden sogar positiv verändert hat. Treiber dieser Entwicklung sind insbesondere die positiven Veränderungen bei Mädchen und jungen Frauen. Obwohl grundsätzlich alle Bevölkerungsgruppen auch von geringem Wohlbefinden oder vermehrten gesundheitlichen Problemen betroffen sein können, zeigt sich hinsichtlich der Verteilung eine deutliche soziale Schieflage: Sozioökonomisch benachteiligte Jugendliche sind deutlich häufiger von gesundheitlichen Problemen betroffen und weisen insgesamt auch ein niedrigeres Wohlbefinden auf als Jugendliche mit höherem Sozialstatus. Während die Experten gesamtgesellschaftliche Hintergründe für die Entwicklung von Gesundheit und Wohlbefinden mitverantwortlich machen, sind viele Jugendliche der Ansicht, dass sie ihre Gesundheit und ihr subjektives Wohlbefinden weitgehend selbst aktiv beeinflussen können. Zudem werden starke soziale Beziehungen zu Eltern, Familie und Freunden als positive Faktoren genannt. Für wenige Jugendliche können solche Beziehungen jedoch auch negative Auswirkungen auf das Wohlbefinden haben. Ein Mangel an Handlungsmöglichkeiten, etwa aufgrund fehlender finanzieller Ressourcen oder familiärer Unterstützung, kann es zudem erschweren, Verwirklichungschancen zu ergreifen und Wohlbefinden positiv zu gestalten. Auch hinsichtlich der Folgen der Covid-19-Pandemie werden Unterschiede nach sozioökonomischen und soziodemografischen Faktoren deutlich. Jugendliche mit niedrigem sozioökonomischem Status haben in der Tendenz eher negative Folgen zu gewärtigen, während Jugendliche mit gutem Zugang zu verschiedenen Ressourcenpools besser mit den Einschränkungen zurechtzukommen scheinen und sogar von positiven Effekten berichten. In den luxemburgischen Fachdiskursen sind Wohlbefinden und insbesondere die psychische Gesundheit zentrale Themen. Zunehmend dominieren Konzepte, die den Jugendlichen als Akteur in den Mittelpunkt stellen und eine bedürfnisorientierte und befähigende Herangehensweise verfolgen. Damit spiegeln sie die von vielen Jugendlichen berichtete Einschätzung, das eigene Leben handlungsmächtig planen und gestalten zu wollen. [less ▲]

Migration has recently been framed as a threat to security in many parts of the world. Numerous advanced industrial states have in fact, securitized migration by implementing measures to control and even extend external borders, through increased policing and financial contributions to neighbouring countries that are linked to migration control strategies. This process has led to the spread of formal and informal regionalization strategies in migration affairs. However, levels and types of securitization of migration reflect different perspectives on regional integration. This chapter compares migration governance in Europe and Asia and illustrates how relatively uniform regionalization in Europe has led to institutionalized responses promoting securitization whereas the divergent bottom-up approach to regionalism in Asia has resulted in significant policy variation amongst Asian states. Consequently, Asia’s seeming patchwork response differs from the European Union’s blanket approach, thus impeding close inter-regional collaboration in this policy arena. [less ▲]

WICHTIGE ERGEBNISSE AUS KAPITEL 6 - Für einen Großteil der Jugendlichen sind die Eltern zentrale Ansprechpartner und Vertrauenspersonen, von denen sie Hilfe und Unterstützung erfahren. Ein vertrauensvolles Verhältnis zu den Eltern trägt maßgeblich zu einem positiven Wohlbefinden bei. - Bei einer Minderheit der Jugendlichen wird das Wohlbefinden nachhaltig durch problembelastete Beziehungen zu den Eltern beeinträchtigt. - Freunde sind für die meisten Jugendlichen nicht nur wichtige Freizeitpartner, sondern auch unterstützende Vertrauenspersonen, in deren Gemeinschaft sie Anerkennung erfahren und sich wohlfühlen. - Eine Minderheit unter den Jugendlichen erfährt von anderen Gleichaltrigen jedoch nur wenig Unterstützung oder macht gar Mobbingerfahrungen, was ihr Wohlbefinden erheblich beeinträchtigt. - Schulen, Jugendhäuser, Heime und betreute Wohnstrukturen sowie der Arbeitsplatz sind wichtige außerfamiliäre Lebensbereiche für die Jugendlichen. Vertrauensvolle, unterstützende Beziehungen zu den Erwachsenen (Lehrer, Erzieher, Vorgesetzte) und den anderen Jugendlichen (Mitschüler, Bewohner, Arbeitskollegen) erweisen sich als förderlich für ihr Wohlbefinden. - Jugendliche schätzen die gesellschaftlichen Rahmenbedingungen in Luxemburg insgesamt positiv ein, vor allem den Rechtsstaat, den hohen Wohlstand und das Gesundheitssystem. Dagegen werden Umweltprobleme, Verkehrsprobleme oder die hohen Wohnkosten negativ gesehen und als Beeinträchtigung des Wohlbefindens verstanden. - Jugendliche bewerten die ausgedehnte Zeit mit ihrer Familie während der Covid-19-Pandemie meist positiv; sie wird aber auch als Auslöser für Spannungen und Konflikte gesehen, wenn räumliche Bedingungen und Ressourcen eingeschränkt sind. - Den eingeschränkten physischen Kontakt zu Freunden während der Covid-19-Pandemie schätzen Jugendliche zum Teil als belastend ein. Jugendliche sehen große Vorteile in der digitalen Kommunikation, bewerten diese aber nicht als gleichwertigen Ersatz für persönlichen Kontakt. [less ▲]

Since the Enlightenment, the innumerous debates in Europe on nomocracy have been led under various flagship terms, whose diversity can be boiled down to four types of key terms: 1. “State”; 2. “Republic”; 3. expressions suggesting that it is “law” that “rules”, “reigns”; 4. linguistic constructs connecting both words “law” and “State”. The German term Rechtsstaat, which is the most famous but not unique example of the fourth category, has gained progressively a worldwide resonance. By literally translating it, granting it a paramount position in their Constitution, and abandoning their traditional key word(s), many countries have germanized their legal language. Have they also germanized their legal mindset, their law? If so, to what extent, and how, and for what reason? Goes the current Germanization of our language hand in hand with a fundamental move towards a new understanding of the Constitution (i.e. judicialization of politics)? Or is the transnational (“global”) buzz about Rechtsstaat just a fashion, jurists importing the trendy German term but not its content? Or do they mix, and partially innovate, when operating this “transfer/translation”? These fundamental issues will be analyzed in the case of France, which is particularly interesting as, since 1789, France perceived itself as a universal model (of its own understanding of nomocracy), and not as an importer, especially not of German legal terms, theories and solutions. Erasmus+ has diversified its benefits for young people to learn and thrive via mobility in the last 30 years. How does Erasmus+ serve young people? We conducted 10 semi-structured interviews with young people (aged between 18-29) in Luxembourg, Norway and Romania. Firstly, these young people feel that their identity changes as they internationalise and they travel more after the Erasmus+ experience. Hence, Erasmus+ is an eye opener. Secondly, employment, volunteering or training activities under Erasmus+ become a door-opener increasing young people’s chances of finding jobs. Thirdly, Erasmus+ does not end when the mobility ends: a new life style is adopted and nostalgia with the Erasmus+ leads to feeling at “home” in international environments. All these three aspects can be defined as Erasmus-isation encapsulated within a life-long perspective. [less ▲]

Despite a promising start in the Universal Declaration of Human Rights, economic and social rights still retain a second-class status in most national jurisdictions. What explains this reticence with which economic and social rights are (still) regarded? This chapter analyses how the sceptical gaze through which states view economic and social rights legitimises (or attempts to legitimise) government failures to provide for those members of their populace who are in most desperate need, and (unsuccessfully) masks the self-interest that pervades most of international law. The chapter commences with a brief introduction and subsequently proceeds in three subsequent parts. Section 2 demonstrates that cynicism was used as a sword to pierce the normative foundations of economic and social rights generally, and the International Covenant on Economic, Social and Cultural Rights particularly in the early days both before and after its adoption leading to economic and social rights’ lower status in the human rights family; Section 3 posits that cynicism has been relied upon as a shield to offer errant states a defence for not meeting their obligations under both international and national (constitutional) economic and social rights norms; and finally Section 4 argues that a certain amount of cynicism is inherent in the history of economic and social rights and how they advanced through the ages, but more optimistically that a light at the end of the tunnel exists because contemporary developments point to less rather than more cynicism in the area of economic and social rights in today’s world. Politisch-normative Setzungen Inklusiver Bildung – u.a. durch die UN-Behindertenrechtskonvention (UN-BRK) (UN 2006) – werden derzeit in bildungspolitischer Hinsicht national, regional und lokal aufgegriffen und daran anschließend Prozesse der Steuerung in Bildungssystemen initiiert. Inklusion kann dabei als "fuzzy concept" (Artiles/Dyson 2005: 43) beschrieben werden, das sich dadurch auszeichnet, dass es auf nationaler und regionaler Ebene in differenten historisch entwickelten, kulturell ausgeprägten sowie normativ und rechtlich fundierten Bil- dungssystemen aufgenommen und in die Praxis übersetzt bzw. transformiert werden muss. In den deutschsprachigen Bildungs- und Erziehungswissenschaften ist Inklusive Bildung zu einem interdisziplinären Leitbegriff avanciert, der insbesondere in der Schulpädagogik, der Sonderpädagogik und der Allgemeinen Erziehungswissenschaft diskutiert wird, allerdings auch hier mit unterschiedlichen Vorstellungen. Trotz globaler Relevanz stellen internationale und komparative Fragestellungen im Kontext Inklusiver Bildung bislang im deutschsprachigen wie internationalen Diskurs ein unzureichend bearbeitetes Forschungsfeld dar – insbesondere mit Blick auf international und interkulturell vergleichende Forschungsarbeiten. Vor diesem Hintergrund sind in diesem Handbuch Beiträge versammelt, die das Feld der internationalen, interkulturellen und komparativen Forschung schärfen und Inklusive Bildung – anschließend an die Diskurslinien der Disability Studies – als Prozess der Beseitigung von Barrieren und Benachteiligungen in Bildungssystemen und -organisationen verstehen. Dementsprechend werden Prozesse der Exklusion und Aussonderung sowie der Unterstützung und Inklusion mit besonderer Berücksichtigung komparativer Perspektiven analysiert, wobei unterschiedliche Dimensionen von Heterogenität und deren Intersektionalität, insbesondere mit Blick auf marginalisierte und von Exklusion bedrohter Personengruppen, berücksichtigt werden. Aufgrund der disziplinären Verortung der Autor*innen – v.a. in der Erziehungswissenschaft und Soziologie – und deren Beschäftigung mit Behinderungen und Benachteiligungen, rückt die Differenzlinie Behinderung bzw. „behindert werden“ in den Vordergrund. Inklusive Bildung ist zu einem globalen Ziel geworden. Dieses Ziel wird durch die Anerkennung des Menschenrechts auf Bildung für alle und die Vision einer demokratischen Gesellschaft unterstützt, die Vielfalt in all ihren Facetten wertschätzt. Die Förderung angesichts der Vielfalt der Schüler*innen mit dem Ziel der Verbesserung des Lernens aller, bleibt für Lehrer*innen in allen nationalen Kontexten eine herausfordernde Aufgabe, da sowohl die gemeinsame Bildung für alle ausgeweitet als auch inklusive Bildung universell werden soll. Die erfolgreiche Unterstützung verschiedener Schüler*innen in ihren Lernprozessen gilt seit Jahrzehnten als das Herzstück einer ausgezeichneten Pädagogik. Dennoch finden wir in ganz Europa signifikante, persistente Unterschiede, sowohl hinsichtlich des Umfangs als auch der Qualität der inklusiven Schulbildung, die auf einer Reihe von institutionalisierten Strukturen und Kulturen beruhen und sich unter anderem in organisatorischen Rahmenbedingungen und Lehrmethoden heterogener Bildungssysteme niederschlagen. Aufbauend auf einer dreijährigen Zusammenarbeit im Rahmen des von der Europäischen Kommission finanzierten Comenius-Netzwerkprojekts „Teaching Diverse Learners in School Subjects“ (TdiverS), werden in diesem Beitrag Erkenntnisse über „inspirierende Praktiken“ der inklusiven Bildung, die in den sechs teilnehmenden Ländern – Deutschland, Island, Litauen, Luxemburg, Schweden und Spanien – gefunden wurden, zusammengefasst. Trotz erheblicher Unterschiede in den Bildungssystemen in Europa sind überall inklusive Bildungspraktiken zu finden. Bei den Schulhospitationen fanden wir inspirierende Inklusionspraktiken in allen Ländern, auch wenn diese durchaus sehr differente Niveaus der (inklusiven) Bildungssysteme aufweisen. [less ▲]

In this chapter, I draw some lessons from the failed attempts of democratization of the EU by proposing some guidelines that should be followed in order to envision a realistic deliberative and inclusive transformation of the EU-decision making process. By following their spirits, I will propose an ambitious renovation of the public consultation regime of the EU Commission, the only institutionalized system of public consultation enshrined in the EU Treaties that however most of the citizens are not aware of. This is an idea that I first presented in at the conference at the World Bank (Kies 2016) and that has since then been discussed and presented in the report commissioned by the European Economic and Social Committee (Lironi and Peta 2017), the European Parliament (Korthagen et al. 2018) and the European Court of Auditors. From the mid-1980s, the sub-state level has become increasingly recognized as a political actor in European Union (EU) politics. Starting with the Treaty of Maastricht, a series of EU Treaty changes have recognized the democratic role of regions and local authorities and have created consultative mechanisms for them. However, the very regions that pushed for these changes – namely the strong legislative regions like the German Länder and the Belgian regions – became dissatisfied with the innovations of the Treaty of Maastricht almost as soon as they were implemented. As a result, their strategy focused increasingly on limiting transfers of competences to the European level in areas of importance to regions. The aim of this contribution is therefore to examine the evolution of the demands of strong legislative regions and their rights on the European level. It argues that the diversity of European regions has made it difficult to reconcile European integration with the status and functioning of strong legislative regions. [less ▲]

Belgian historical research concerning the repression of collaboration after the Second World War, has mostly overlooked the East Cantons. This mostly German-speaking region only became a part of Belgium in 1920, as a consequence of the treaty of Versailles. The integration of these populations turned out to be a very complicated process. In 1940, Nazi-Germany did not only occupy the East Cantons like the rest of Belgium, but annexed them back into the Third Reich. One of the main conclusions of the regional historiography is to view the repression of the collaboration as another step in the general misunderstanding between the local inhabitants and Belgian State authorities. This is evidenced by the high conviction rate (2.41% of the local population) and by assimilationist discourses which accompanied the workings of the Belgian military courts. In this contribution, we study the role of judicial actors in the actual establishment of the repression of collaboration and the civic purge in a top-down and a bottom-up approach. We analyse the special prosecution policy developed by the military prosecution office during the post-war period for with the enemy. We also show how political and administrative actors reinforced the living sentiments of injustice among the local population. [less ▲]

However, how can we interpret cultural diplomacy and act upon it in and outside academia? How can universities harness the potentiality of cultural diplomacy to transform societies? These are among others the leading questions discussed in the international panel on "the art of cultural diplomacy: cultural diplomacy in and outside academia" linked to international students as 'students as global citizens'. This discussion panel took place in 2017 May, the 26 in the framework of the 4th Transatlantic Dialogue titled "Creating Human Bonds Through Cultural Diplomacy." The panel gathered and focused on diverse engagements and activities of international students and student a airs professionals from all continents of the world as potential agents of the art of cultural diplomacy in and outside academia. Im Rahmen von Migration ergibt sich insbesondere für Geflüchtete ein erhöhtes Risiko von ungünstigen Entwicklungen und Adaptationsverläufen, da sie nicht nur mit allgemeinen Herausforderungen der Anpassung an einen neuen kulturellen Kontext konfrontiert sind, sondern auch mit spezifischen Erfahrungen im Herkunftsland oder auf der Flucht, die potentiell traumatisch sein können. Dennoch zeigen sich signifikante psychische Beeinträchtigungen in der Folge nur bei einem Teil der Geflüchteten. Das Konzept der Resilienz, das in den letzten Jahren nicht nur in Bereichen der klinischen Psychologie, sondern auch in der entwicklungspsychologischen Forschung und verwandten Disziplinen zunehmend an Bedeutung gewonnen hat, scheint besonders fruchtbar, um solche interindividuellen Unterschiede im Umgang mit Flucht- und Migrationserfahrungen zu erforschen. This book chapter concentrates on photography as a technology that goes beyond the image. The chapter looks at documentary photography as an institutional and material practice of humanitarian ‘propaganda’ and discusses how notions of childhood intensified the urgency of humanitarian campaigns. It analyzes how UNESCO carefully selected and edited David Seymour’s photographs of children of war-devasted Europe, and how the organization adapted and exploited his photographs for its own ends. Besides tracing these practices of meaning making, the chapter also looks at the itinerary of one of Seymour’s most fascinating photographs and the different stories that have evolved around it to the present day. In a nutshell, the essay suggests that photographs, by both providing information and stimulating imagination, become actors of meaning making and storytelling. Photographs did not only help UNESCO manage public consent and add urgency to humanitarian causes; they also triggered public debate on social media, cooperated in historical research, and inspired literary work. As a young and comparatively little-standardised Germanic language, Luxembourgish is characterised by a very high degree of variation, which in many cases is still unexplored. This also applies to the morphological varia- tion of the superlative (dat schéinst / dat schéinst-en / dat schéinst-en-t Päerd ‘the most beautiful horse’) and the adjectival participle (e gefëllt-en / e gefëllt- en-e Croissant ‘a filled croissant’). This empirical study is the first attempt to fill this research gap. On the one hand, the chapter aims to explore the variation of these phenomena from a more classical perspective, that is, by analysing inter- individual variation (IEV); the purpose of it is to identify possible linguistic and social constraints that influence the variation. On the other hand, the chapter also focuses on intra-individual variation (IAV), i.e. variation within a speaker that is situationally independent. This analysis aims to evaluate the results of the IEV perspective and also to reveal further specificities of the variation. Studying a large corpus of crowd-sourced speech data leads to several findings. It becomes apparent, for example, that part of the morphological variation can be explained by the influence and interaction of different linguistic factors. Furthermore, there is evidence that IAV manifests in various forms: as the expression of individual linguistic preferences, as the expression of linguistic insecurities and as the expression of language change. In a time of worldwide availability of annual age-specific mortality data, we lack basic tools for detecting and graphing, from a comparative perspective, fine-grained deviations from mortality trends. We provide a new age-period-cohort-based methodology, combining information from age-period (AP) and APC-Detrended (APCD) analyses to detect all-cause mortality increases. Plotting the resulting AP coefficients and APCD residuals in equilateral Lexis diagrams, mortality patterns can easily be distinguished as age, period, or cohort trends and fluctuations. We highlight abnormalities as interactions of age and period (‘Black Holes’). We then investigate the ‘Black Holes’ of mortality of young-adult cohorts in the early 1990s in Spain, other southern European countries, and the U.S., in emphasizing their simultaneously occurring mortality crises. Additional analyses with WHO mortality data and epidemiological evidence from other studies show that these mortality increases likely result from lack of treatment and inadequate public health responses to the beginnings of the HIV/AIDS epidemic. Inclusion is sometimes understood as a method (inclusive education), sometimes as an ethical principle (human right) and sometimes as a global goal (the inclusive society). In the neoliberal model, inclusion represents a practice of obligation to contribute to economic growth and to comply with market requirements. Due to its proximity to the everyday life of the people, social work has a growing role to play in pointing out the tension between an inclusion promise in the front stage and a back stage on which social exclusion is legitimised. The empirical study LiST (Language in Science Tasks) raises the question, which challenges are to be found in terms of language in tasks used in current primary science textbooks. This article presents the results on tasks that activate the pupils’ reflection on basic concepts in science with special focus on pictorial language and the related verbal tasks. It shows examples of tasks that teachers see as supportive for the development of scientific concepts. The results presented here are discussed in the context of an increasing migration and linguistic diversity of primary school classes. On this basis, hypotheses are formulated for the successful conditions of a scientific concepts activating task construction for primary science education. The purpose of this narrative literature review is to map the current situation regarding the inclusion of children with additional needs in primary school physical education. By an analysis of relevant articles, reports and grey literature on inclusion, inclusion as a human right, inclusion in physical education, primary school physical education specifically, and strategies that enable inclusion, the article reports on the topic of inclusion in primary physical education. The review provides an overview of inclusion, its varying definitions and the understanding of inclusion as a human right. It also explores the key principles and strategies that inform inclusive education in practice. Although a clear impetus of including students with additional needs into general education classrooms is evidenced in legislative and policy trends, research indicates inconsistency in the amount of time spent in supporting pre-service teachers in the areas of inclusion. A specific focus if the review was on how to include and support children with varying educational needs in physical education. The review thereby underlines the need for inclusivizing primary school physical education by providing concrete practical support. The Disentangling Inclusion in Primary Physical Education project in the frame of which this review has been conducted is responding to this demand. [less ▲]

(a)Situation faced: The German asylum procedure requires close cooperation and information exchange between various authorities at the municipal, state, and federal levels. Federal separation of competencies inhibits the delegation of process governance to a central authority such as the Federal Office for Migration and Refugees (BAMF). This separation also leads to regional differences as federal laws govern the procedure's general steps, whereas state laws govern implementation. Moreover, existing solutions for cross-organizational collaboration are limited in terms of flexibility, security, and data quality. As a result, the exchange of certain data on asylum procedures still occurs using Excel spreadsheets and e-mails.(b)Action taken: Against this backdrop, the BAMF explored technological options that would support the decentralized governance of the asylum procedure. After a preliminary evaluation, the BAMF decided to explore a solution based on blockchain technology. Building upon a successful proof of concept, the BAMF initiated a pilot project with Saxony's central immigration authority. This project aims to develop a blockchain solution that supports the coordination of asylum procedures and can be easily adapted to local differences and functional requirements.(c)Results achieved: The use of the blockchain solution allows for efficient, secure, and timely distribution of status information. It supports communication and improves coordination between authorities. Despite an apparent conflict between blockchain principles and data privacy requirements, the BAMF's design complies with relevant regulation (notably the GDPR). As a first-of-its-kind project, it outlines best practices and provides valuable insights into opportunities and challenges arising from the use of blockchain in the public sector.(d)Lessons learned: The BAMF's case demonstrates that blockchain solutions can be promising alternatives when the delegation of process governance to a central party is not desirable and when federal principles of organization are to be reflected technologically. However, blockchain projects require special attention to managing know-how and capabilities, software development activities, stakeholders, the regulatory context, and cross-organizational governance. Teachers have themselves the best insight into the requirements related to including children, especially those with additional needs, in primary physical education. Therefore, a quantitative survey using an online questionnaire was administered to teachers concerned with the implementation of physical education at primary schools in Europe. The overall response rate (N=1206) was relatively high but shows clear differences between the countries. It reports that 58.3% of the children are taught physical education by specialist teachers (against 36.7% by generalist teachers) and that 36.6% of the children are always included in physical education lessons. Generally, over 80.0% of the teachers ranked inclusion in primary physical education as important in their countries and 65.4% rated their competence to include children with additional needs in their physical education lessons as good or very good. Nevertheless, the results also suggest that teachers are not able to include all children in the lesson without further support and a particular emphasis on motor, physical and emotional needs of children is required. Finally, teachers would welcome in particular video case scenarios, templates of visual resources, video and audio recordings of support personnel and guidance on adapting activities. [less ▲]

EU-SILC relies on a 4-wave rotating panel design. A new population sample is drawn every year and selected respondents are interviewed annually for up to four years. A complete EU-SILC cross-section dataset therefore contains data from samples drawn independently in four different years. This paper applies influence function regressions methods to examine to what extent the rotating panel design of EU-SILC influences the estimates of four social indicators such as income poverty rates or income inequality measures, in other words whether a “rotation group bias” is observed. Our analysis of the 2014 EU-SILC cross-sectional data highlights that estimates of income inequality and poverty rates for newer rotation groups are often higher than for older ones. Individuals interviewed at least twice (and especially those who have been three or more years in the sample) tend to drag the selected social indicators downwards, compared to individuals interviewed for the first time. These impacts remain significant even when accounting for different socio-demographic characteristics of households. Not all countries are affected by the bias however. [less ▲]

This chapter provides new evidence about the relative differences in the incomes and living conditions of native- and foreign-born households exploiting EU-SILC data for 2007 and 2018. For the 28 countries with a satisfying coverage of immigrant populations, we document where the foreign-born stand along the distribution of incomes and living conditions and then derive their contribution to seven social indicators. We find that individuals living in foreign-born households have lower incomes and higher levels of poverty and deprivation in all countries examined. No clear improvement in the relative position of foreign-born households is observed between 2007 and 2018. Although there is much heterogeneity in the incomes of foreign-born households, their generally disadvantaged situation implies that, on the whole, they tend to push inequality, poverty and deprivation indicators upwards. This effect persists in many countries, albeit mitigated in magnitude, when we account for the different characteristics of foreign-born compared to natives. [less ▲]

The practices adopted by physical education teachers are critical to the success of true inclusion policies. The Disentangling inclusion in primary physical education project aims to fill the existing gap of information and resources related to inclusion in primary physical education in one specific platform. As a starting point, a literature review and an online survey were undertaken to map the current situation regarding inclusive primary physical education. Based on their results and the recommendations derived from there, a free open educational resource in the form of a web application, focused on highlighting inclusive physical education strategies, has been developed. It is composed of different thematic modules (e.g. chronic conditions or sensory) highlighting the skills learners possess and challenges they may experience as they access the physical education curriculum. By using the resource, it is expected that a large number of teachers and student teachers will be enabled to diversify their pedagogies in issues related to inclusion in primary physical education. As a further consequence, their pedagogical skills and competences shall be enhanced. [less ▲]
