Die durch den „Spatial Turn“ entstandenen Impulse, Geschichte wieder verstärkt in räumlichen Bedingungen zu denken und Veränderungen der Raumwahrnehmung intensiver in den Blick zu nehmen, sind das Anliegen des vorliegenden Bandes. Im Fokus stehen u.a. Fragen zur kartographischen Repräsentation, zur Sozialtopographie, zu Inklusions- und Exklusionsprozessen, sowie zur unterschiedlich starken Ausprägung von Zonen städtischen Einflusses. In den Beiträgen werden ausgewählte Städte aus Mittel-, Süd- und Osteuropa beleuchtet, darunter auch Festungsstädte und die in diesem Kontext oft wenig beachteten „Kleinen Städte“. [less ▲]

This chapter draws from the experience of the collective French Web90 project to show the approaches, tools, and methodologies required to sketch a broad historical picture of the French Web during the 1990s. It also describes the limits and challenges we met during its realisation. Uncertainties about the perimeter of the French Web and its archives, data overload, progressive learning of a particular digital literacy, specific features of born-digital heritage (Newsgroups and Web archives), and using the tools for its exploration and analysis are at the heart of this study, which has progressively refined and adapted its ambitions and methodologies, notably by using methods and tools from the Digital Humanities. The European Union does not have a harmonized – let alone centralized – tax system that offers specific tax incentives. It also does not explicitly regulate tax competition of its constituent parts (the EU Member States) with third countries, but only regulates “internal tax competition” among them, through the mechanism of the Code of Conduct and, even more strongly, by prohibiting State aid from being granted through tax measures. The question asked by the title of this chapter thus seems to be easily answerable in the negative: since the European Union does not make external tax policies for its Member States and does not itself provide specific tax incentives, it is not an agent of tax competition. Consequently, it would be challenging to argue that the European Union engages in harmful tax competition towards third countries. Taking a broader view, however, the notion that the European Union may engage in harmful tax competition may not be so easily dismissed, as it takes regulatory action that impacts Member States as primary agents of tax competition in a variety of ways, which can either improve or reduce the Member States’ and, by extension the European Union’s competitive position vis-à-vis third countries. Such impact takes three different routes: (i) primary EU law, affecting the design of domestic tax incentives; (ii) secondary EU law, determining certain kinds of tax incentives; and (iii) soft-law instruments, affecting domestic tax design. This contribution aims at analysing these three routes of tax competition of the European Union in order to get a deeper understanding of the ways in which the European Union may be said to engage in harmful tax competition. Before the different models can be analysed in this light, however, it is first necessary to enquire into the nature of “harmful tax competition”, a term that is all too often used without a clear definition of its content. This chapter focuses on implicit attitudes toward smoking and provides the first systematic review of research in this domain. Implicit attitudes are suggested to guide automatic behavior, thereby playing a pivotal role for automatic processes inherent in addictive behaviors. This chapter further explores the extent to which implicit attitudes are context-sensitive. More specifically, it reviews studies that have focused on the differential effects of external cues such as warning labels and internal cues (e.g., deprivation). Results of 32 studies show that although smokers generally have more positive implicit attitudes than non-smokers, the valence of implicit attitudes varies as a result of the applied method or stimuli. Studies reveal that implicit attitudes toward smoking partly depend on external cues, especially outcome expectancies. Similarly, internal cues affect implicit attitudes whereby the level of nicotine deprivation seems vital. Implications for intervention and future research are indicated in the discussion. [less ▲]

Constitutional and economic perspectives frequently differ, including with respect to taxation. Constitutional scholars, on the one hand, typically focus on questions of justice with respect to a particular policy, together with the legal and institutional structures that aim to implement that policy, and thus look at individual rights, equity, the balance ofpowers and the proportionate consideration of diverse interests. Economists, on the other hand, are mainly interested in a particular policy's economic efficiency: they zoom in on its trade-offs, incentives, and consequences for economic welfare as a whole. It is necessary to combine both views for a holistic understanding of legal regulations. From both perspectives, it is, ultimately, a policy's practical effects that drive an assessment of its economic efficiency or its fairness. Thus, any constitutional or legal analysis ought to be imbued with a certain level of economic analysis, as justice depends on the actual outcomes of a policy, including its second-order effects. This contribution attempts to inquire the consequences of such approach in three main dimensions of timing taxation: assessment of taxes, collection of taxes, and the transition between different tax rules and systems. Teaching in inclusive settings may be considered a new, challenging task; however, successfully supporting diverse pupils in their learning process has always been at the heart of outstanding pedagogy. Vast differences both in the extent and the quality of inclusive schooling exist between and within European countries. Promoting comparison and cooperation among countries with long-institutionalized inclusive schooling and countries with less inclusive structures, cultures, and practices proves crucial in education research and reform. Building upon a multi-year collaboration, we synthesize lessons learned about inclusive education reforms and “inspiring practices“ in inclusive education in partner schools in Germany, Iceland, Lithuania, Luxembourg, Spain, and Sweden. Contemporary practices take the diversity of groups of learners into account, building upon diversity as a resource; this served as the framework for our collaboration. The TdiverS consortium—as an EU-funded Comenius Network Project “Teaching Diverse Learners in (School-)Subjects“ (TdiverS)—was built on the following principles and goals: (1) diversity in theory and practice, resulting from collaborations of practitioners and scientists exchanging knowledge about teaching in inclusive settings; (2) strengthening awareness of the diversity of frameworks, conditions, and determining factors of teaching inclusively in varying cultural contexts; and (3) inclusive education research uniting multilevel, multicultural, and multidisciplinary perspectives. We highlight the values of inclusive education, map its contemporary European geography, summarize contemporary country-level education reforms and the local development of inclusive practices in six countries, and discuss lessons learned across Northern, Eastern, Southern, and Western Europe. In line with our earlier work, we will take the material object – the technological device – and, more specifically, the sensorial and experiential dimensions expressed in media use as a point of departure for our reflections. Why would the sensorial and experiential dimensions of media use be a relevant point of departure for such reflections? And, by extension: why would such reflections help to theoretically frame media newness? The answer, as we will argue, is that the (media) technologies used for communication and information purposes work quite differently on users than, for instance, technologies of transportation. Media technologies stand out amongst the broad range of technologies used by humans, such as trains, aeroplanes and elevators in as far as media technologies typically use representation as a means. As such, they affect users in a very specific way, quite different from trains and aeroplanes. Moreover, media technologies stand out among the media such as language because of their technical make-up, as Kittler has convingingly argued; for this reason, he labeled media technologies, somewhat tautologically as he would admit, “technical media”. In Part 3, we will first discuss the concept of “technical media” to address the question of why and how media technologies require special treatment in both media and technology research in terms of the traces they leave in representation – with considerable implications for the user experience. Next, in Part 4, we will address the question as to why the sensorial effects created by technical media would typically be accompanied by a distinct experiential dimension and why this would help create the famous cyclical effects in the history of media use. In Parts 5 and 6, then, we will discuss the implications for media historiographical research. [less ▲]

Physical activity plays an important role in children’s growth and development. Understanding why a child is active or inactive is, therefore, essential for prevention of and intervention in childhood obesity. This narrative review provides an up-to-date summary of the literature pertaining to biological, psychosocial and environmental factors affecting young children’s acquisition of physical activity behaviour. Physical activity-related traits are characterized by familial aggregation and influenced by genetic factors. Nevertheless, the genetic contribution to physical activity shows increasing expression with age, supporting the need for interventions in early childhood. In addition to genetic factors, a range of psychosocial and environmental factors that are associated with physical activity in children have been identified: boys are more active than girls, and children with active parents tend to be more active. Overall physical activity support provided by parents predicts children’s organized physical activity. Perceived road safety and threat posed by strangers are major causes of parental anxiety in relation to their children’s safety in the neighbourhood. Programmes designed to increase physical activity should promote the importance of physical activity to parents. In addition, improving perceived safety may help to ease parental restriction of their children's active transport and physical activity. [less ▲]

States from the Asian region have not been the loudest participants in the backlash against investment treaty arbitration. That does not mean that they have not reacted to an evolving arbitral practice allowing easy access of foreign investors to international arbitration. This chapter examines the action taken by several Asian states, particularly in the form of detailed treaty provisions, aimed to reassert the gateway to investment dispute settlement at the international level. It is argued that although state reaction in Asia has not been systemic and radical, but rather occasional and modest, it is based on the same sovereignist rationale, which assumes that harder conditions of access to international arbitration protect better state sovereignty. That reaction, however, will probably not produce the desired effects, because it does not follow the emergence of arbitral jurisdictional regulation, which has developed jurisdictional rules capable of tackling harder conditions of access, in light of the internationalised and depoliticised nature of investment disputes. En somme, quid de la ville moderne en tant que relais entre la première modernité et le projet de transition écologique? Cet ouvrage aborde cette problématique aussi bien sous un angle théorique et critique, qu'à travers l'étude de l'évolution de la ville moderne dans son épicentre géographique européen et en dehors de celui-ci. Des thèmes de recherche originaux sont ainsi esquissés entre visions globales et cas d'étude, diagnostics et prospectives, en reconstituant les trajectoires d'éminentes personnalités et de collectifs dynamiques. Il s'en dégage une aporie disciplinaire saisissante, celle de la trajectoire prise par la ville du 20e siècle, sans doute prometteuse pour les individus, mais fort ambiguë pour les communautés et certainement trop exigeante pour la biosphère. Screening powers of arbitral institutions over requests initiating investment arbitrations are often justified by the need to prevent embarrassment of states and to avoid unnecessary costs. This Chapter examines possible effects of such powers, particularly on the arbitral development of the jurisdictional standards governing investment arbitration. Can administrative organs filter the demands for legal change that will be heard before tribunals, and if so, does this diminish the legitimacy of their screening powers? It is argued that screening powers offer possibilities of setting arbitrators’ agenda in terms of which demands for legal change will be considered. This could affect their legitimacy, but it does not mean that screening powers have completely lost their justification. It is suggested that such powers must be exercised with an extreme level of diligence, requiring an almost complete elimination of legal considerations, in order to safeguard their legitimacy. The study of the upper tail of the income and wealth distributions is important to the understanding of economic inequality. By means of the ‘isograph’, a new tool to describe income or wealth distributions, the authors compare wealth and income and wealth-to-income ratios in 16 European countries and the United States using data for years 2013/2014 from the Eurozone Household Finance and Consumption Survey and the US Survey on Consumer Finance. Focussing on the top half of the distribution, the authors find that for households in the top income quintile, wealth-to-income ratios generally increase rapidly with income; the association between high wealth and high incomes is highest among the highest percentiles. There is generally a positive relationship between median wealth in the country and the wealth of the top 1%. However, the United States is an outlier where the median wealth is relatively low but the wealth of the top 1% is extremely high. [less ▲]
