Zur Unterstützung der Entwicklung leistungsstarker und potenziell besonders leistungsfähiger Schülerinnen und Schüler setzt das LemaS-Teilprojekt 20 LUPE bei den diagnostischen Kompetenzen der Lehrpersonen an. Basis hierfür ist ein Talententwicklungsmodell mit spezifischem Bezug zur Leistungsentwicklung in den MINT-Fächern (Mathematik und Sachunterricht – Bereich Natur & Technik) während der Grundschulzeit. Dieses Modell wird im LUPE-Projekt entwickelt, indem die Perspektiven von Wissenschaft und Praxis nutzbringend zusammengebracht und integriert werden. Aufbauend auf dem Talententwicklungsmodell werden fachspezifische Materialen entwickelt, in der Praxis erprobt und formativ evaluiert. Diese Materialien sollen Grundschullehrpersonen in den MINT-Fächern dabei unterstützen, aktiv und strukturiert Leistungspotenziale bei ihren Schülerinnen und Schülern zu suchen und zu finden – Strategien der psychologischen Diagnostik ergänzen die pädagogische Diagnostik im Schulalltag. Die Materialien, die von den Lehrpersonen im Unterricht flexibel eingesetzt werden können, kombinieren unterschiedliche Ansätze wie Verhaltensbeobachtungsmethoden, Interviews und diagnostisches Aufgabenmaterial. Es ist zu erwarten, dass das LUPE-Projekt die diagnostischen Fähigkeiten von Grundschullehrpersonen zur Erkennung (potenziell) leistungsstarker Schülerinnen und Schüler erhöht: Ihre Beobachtungsfähigkeit wird geschult und ihre Aufmerksamkeit auf alle Schülerinnen und Schüler gelenkt – und damit auch auf potenziell besonders leistungsfähige Schülerinnen und Schüler, die ansonsten eher unterschätzt oder übersehen werden. The time evolution of geophysical phenomena can be characterised by stochastic time series. The stochastic nature of the signal stems from the geophysical phenomena involved and any noise, which may be due to, e.g., un-modelled effects or measurement errors. Until the 1990's, it was usually assumed that white noise could fully characterise this noise. However, this was demonstrated to be not the case and it was proven that this assumption leads to underestimated uncertainties of the geophysical parameters inferred from the geodetic time series. Therefore, in order to fully quantify all the uncertainties as robustly as possible, it is imperative to estimate not only the deterministic but also the stochastic parameters of the time series. In this regard, the Markov Chain Monte Carlo (MCMC) method can provide a sample of the distribution function of all parameters, including those regarding the noise, e.g., spectral index and amplitudes. After presenting the MCMC method and its implementation in our MCMC software we apply it to synthetic and real time series and perform a cross-evaluation using Maximum Likelihood Estimation (MLE) as implemented in the CATS software. Several examples as to how the MCMC method performs as a parameter estimation method for geodetic time series are given in this chapter. These include the applications to GPS position time series, superconducting gravity time series and monthly mean sea level (MSL) records, which all show very different stochastic properties. The impact of the estimated parameter uncertainties on sub-sequentially derived products is briefly demonstrated for the case of plate motion models. Finally, the MCMC results for weekly downsampled versions of the benchmark synthetic GNSS time series as provided in Chapter 2 are presented separately in an appendix. [less ▲]

The strategic use of the so-called new media has become more and more central to the way in which politicians, especially populist exponents, reach out to their audiences. Perhaps due to their immediate and widespread resonance, social media platforms have proven to be particularly well-suited to the way populist messages are shaped. Their impact seems to be highly effective even beyond the geographical and cultural borders of the audience the messages are originally conceived for. This article analyses the discursive strategies and use of metaphors in the end-of-the-year speech of the Italian Minister of the Interior Matteo Salvini, which was broadcasted on Facebook on 31 December 2018. Using methods of Conceptual Metaphor Theory (CMT) and Critical Discourse Analysis (CDA), the investigation shows how Salvini uses the WAR, SPORT, FAMILY, and RELIGION metaphors as well as THE PROUD ITALIAN, THE ROBIN HOOD, and THE RESCUER scenarios to construct a Eurosceptic narrative in which his party has finally redeemed Italy from a disastrous past and liberated the nation from an oppressive Europe. The analysis will also reveal echoes of Trump’s slogan ‘Make America great again’ which Salvini uses to redefine Italy’s role in the European context as the continent’s rescuer. [less ▲]

This chapter observes and analyzes hegemonic narratives in and of the academic field. In particular, our focus is on normative and evaluative accounts relating to forms of university governance. We suggest centering on two overarching approaches to what is seen as legitimate in terms of governing the university. First, we trace the age-old Humboldtian perspective, representing especially professorial independence and self-governance. Second, we consider the newer managerial perspective, separating top-down university management decision-making separate from (or counter to) faculty influence. We find that, as the latter form is currently taking hold within European universities, scholarly remembrance of the former Humboldtian governance tradition has morphed into a nearly uncritical, hegemonic tale of a glorified past. In contrast, we suggest, the managerial perspective represents a powerful ante-narrative, a hegemonic story in-the-making. The morally laden, and somewhat fantastical, Humboldtian tale, being itself hegemonic, is unfit to serve as a critical counter-narrative vis-à-vis the managerial approach that has attained considerable authority. Thus, we argue that contemporary governance discourse is suspended between two poles: the Humboldtian perspective, favoring professorial power and authority relations, and the managerial perspective, subordinating faculty under market considerations and continuous evaluation. The dilemma arising from this “suspension” also renders the governance discourse into regions of impracticality and elitism. We argue that a counter-narrative fit to challenge the managerialist governance structures in practice is lacking, with elitism continuously reproduced in-between an ancient hegemonic narrative (Humboldtian) and equally hegemonic contemporary ante-narrative (managerialist). The following presentation of practice theories introduces praxeo-logical thinking and provides a condensed outline of the state of the art of this cultural soci-ological theory (chapter 3). Building on this, we will develop our idea of a cross-border practice formation that breaks with the premises of traditional cooperation research, and we provide an alternative perspectivation by outlining four challenges of CBC (chapter 4). Among them, the actinbundling protein L-plastin is normally expressed in hematopoietic cells, where it is involved in the immune response. However, L-plastin is also often ectopically expressed in malignant cancer cells of non-hematopoietic origin and is even considered as a marker for cancer progression. Post-translational modification modulates L-plastin activity. Despite operating in highly constrained legal environments, executive actors may act in a constitutive capacity. This observation prompts a critical assessment of the role of procedural principles in EU administrative law. As norms of conduct deployed by executive bodies during the process of norm concretization, procedural principles may have legal dimensions that, while constitutionally relevant, may not come to the fore in judicial review. The chapter develops this argument with regard to the multifaceted character of the duty to give reasons. It argues that, as a norm of conduct, the duty to give reasons ought to ensure the constitutional embeddedness of the constitutive action of EU executive bodies. Such role is consistent both with the original relevance of the duty to give reasons to the law of integration (in the context of the European Coal and Steel Community) and with the current EU constitutional framework. The latter justifies reinstituting the original constitutional function of the duty to give reasons, irrespective of its current scope in the context of judicial review. [less ▲]

This book focuses on the history of the International Telecommunication Union (ITU), from its origins in the mid-19th century to nowadays. ITU was the fi rst international organization ever and still plays a crucial role in managing global telecommunications today. Putting together some of the most relevant scholars in the fi eld of transnational communications, the book covers the history of ITU from 1865 to digital times in a truly global perspective, taking into account several technologies like the telegraph, the telephone, cables, wireless, radio, television, satellites, mobile phone, the internet and others. The main goal is to identify the long-term strategies of regulation and the techno-diplomatic manoeuvres taken inside ITU, from convincing the majority of the nations to establish the offi cial seat of the Telegraph Union bureau in Switzerland in the 1860s, to contrasting the multi-stakeholder model of Internet governance (supported by US and ICANN). In this paper, we tackle a generic optimal regime switching problem where the decision making process is not the same from a regime to another. Precisely, we consider a simple model of optimal switching from competition to cooperation. To this end, we solve a twostage optimal control problem. In the first stage, two players engage in a dynamic game with a common state variable and one control for each player. We solve for open-loop strategies with a linear state equation and linear-quadratic payoffs. More importantly, the players may also consider the possibility to switch at finite time to a cooperative regime with the associated joint optimization of the sum of the individual payoffs. Using theoretical analysis and numerical exercises, we study the optimal switching strategy from competition to cooperation. We also discuss the reverse switching. [less ▲]

For the environment, humans and their way of life have become one of the most decisive factors of influence: their impact defines the geochronological era of the Anthropocene. These manmade changes include one specific type of sediments, namely that of human remains. In industrialized regions, the biologically degradable, organic matter of the human body is often altered by medical implants and pharmaceutical residues. In diesem Beitrag wird die Bedeutung von nationalen Grenzen für räumliche Identitäten in Grenzregionen analysiert. Dafür wird ein mehrdimensionales Analysemodell entwickelt und am Beispiel der Großregion SaarLorLux gefragt, wie die Einwohner den Raum repräsentieren und wie sie ihre alltagskulturellen Praktiken räumlich organisieren. Außerdem werden räumliche Projektionen im politischen Diskurs aufgedeckt und rekonstruiert, inwiefern diese in Identifizierungsprozessen wirksam sind. Die Betrachtungen stützen sich auf eine Repräsentativbefragung der Einwohner Luxemburgs und der an das Großherzogtum angrenzenden Gebiete in Frankreich, Belgien und Deutschland. Der Beitrag zeigt, dass nationale Grenzen in den Identifikations- und Identifizierungsvorgängen der Einwohner der Großregion SaarLorLux trotz grenzüberschreitender Verflechtungen und Alltagsgeographien eine wichtige Rolle spielen, aber nicht zwangsläufig als stabile Ordnungskategorien. Why did Euro Area member state governments decide to move to Banking Union (BU) — presented by proponents as a crucial move to ‘complete’ Economic and Monetary Union (EMU) — only in 2012, over twenty years after the adoption of the Maastricht Treaty? Why has a certain design for BU been chosen and some elements of this design prioritised over others? This paper interrogates previous academic accounts on the move to and the design of EMU — neofunctionalist, intergovernmentalist and constructivist — evaluating their explanatory power with reference to BU. It is argued that the asymmetrical design of EMU generated a variety of spill-overs and, hence, a neofunctionalist drive to supranationalise control over bank supervision and financial support for banks as part of the so-called ‘completion’ of EMU. However, intergovernmental negotiations informed by moral hazard and domestic political economy concerns explain the asymmetrical design of BU agreed by national governments. [less ▲]

Cette approche tente d'être plus large que celle correspondant aux perspectives jusqu'à présent préconisées par les sciences sociales et appréhende les phénomènes des frontières et des espaces frontaliers en tant qu'entités composées de différentes pratiques et différents discours faisant référence aux frontières et aux différences. Ces entités comprises au sens de bordertextures sont exemplairement illustrées à travers des phénomènes concernant la frontière entre les États-Unis et le Mexique, la frontière franco-allemande et l'Irlande du Nord et elles sont déclinées en différentes dimensions d'analyse. Parmi ces dernières, la corporéalité, la spatialité et la matérialité figurent parmi les approches heuristiques des bordertextures que la présente contribution aborde à titre d'exemples. Plague and leprosy are among the most terrible diseases in history. The experience of these epidemics has been deeply engraved in the collective memory of European societies and continues to have an effect today - even though both diseases have disappeared from Europe a long time ago: leprosy for about 300 years and plague since the end of the 19th century. This article focuses on the historical figurations of leprosy and plague and their origins. In particular, the question of how medieval societies reacted to the threat of epidemics and which methods were used to make the fateful and inexplicable experiences of illness comprehensible will be examined. For this purpose, iconographic sources will be considered primarily. Because in contrast to the written sources, the aesthetic dimensions of contemporary representations of disease offer a deeper and more powerful insight into the origins of the leprosy and plague motifs that are still relevant today. Beginning in the 20th century, Luxembourg experienced several periods of transition. The largely agriculture-based economy became industrialized, driven by a powerful steel industry which remained the dominant sector from the immediate post-Second World War years to the mid-1970s. The country had a considerable competitive advantage in this respect owing to iron ore deposits in Luxembourg itself and in the neighbouring French region of Lorraine. The industrial flagship was Aciéries Réunies de Burbach-Eich-Dudelange (ARBED), founded in 1911, which developed its production in Europe and established a global network of sales outlets. Between 1953 and 1968 the steel industry contributed approximately 25% of the country’s GDP growth, while steel production represented 50% of its added industrial value. Over the same period, the nominal wage grew by 29.3%. The improvement in living standards led to the emergence of the middle class and to an increase in urbanization. The Government improved the social security regime and extended it to all workers, thus helping to close the gap in social equality, raise living standards further and boost social cohesion in the country over the long term. This article discusses the transnational heroic cult that developed in Yiddish communist circles around the figure of Naftali Botwin, a young Polish-Jewish communist who was executed by Polish authorities in the city of Lwów, following a trial in which he was convicted for assassinating a police infiltrator in the ranks of the Polish Communist Party (KPP). The discussion highlights how Botwin’s legacy was appropriated in multiple, and sometimes contrasting, ways in the decades following his death, especially within the context of the creation of the Botwin Company in the International Brigades during the Spanish Civil War. In doing so it will also highlight the transnational nature of this cult, as his memory lived on through poems, plays and publications that circulated through the worldwide networks and communicative spaces of Jewish (leftist) émigrés. We present a computer-supported approach for the logical analysis and conceptual explicitation of argumentative discourse. Computational hermeneutics harnesses recent progresses in automated reasoning for higher-order logics and aims at formalizing natural-language argumentative discourse using flexible combinations of expressive non-classical logics. In doing so, it allows us to render explicit the tacit conceptualizations implicit in argumentative discursive practices. Our approach operates on networks of structured arguments and is iterative and two-layered. At one layer we search for logically correct formalizations for each of the individual arguments. At the next layer we select among those correct formalizations the ones which honor the argument’s dialectic role, i.e. attacking or supporting other arguments as intended. We operate at these two layers in parallel and continuously rate sentences’ formalizations by using, primarily, inferential adequacy criteria. An interpretive, logical theory will thus gradually evolve. This theory is composed of meaning postulates serving as explications for concepts playing a role in the analyzed arguments. Such a recursive, iterative approach to interpretation does justice to the inherent circularity of understanding: the whole is understood compositionally on the basis of its parts, while each part is understood only in the context of the whole (hermeneutic circle). We summarily discuss previous work on exemplary applications of human-in-the-loop computational hermeneutics in metaphysical discourse. We also discuss some of the main challenges involved in fully-automating our approach. By sketching some design ideas and reviewing relevant technologies, we argue for the technological feasibility of a highly-automated computational hermeneutics. [less ▲]

The railway sector has been a source of inspiration for generations of researchers challenged to develop models and tools to analyze safety and reliability. Threats were coming mainly from within, due to occasionally faults in hardware components. With the advent of smart trains, the railway industry is venturing into cybersecurity and the railway sector will become more and more compelled to protect assets from threats against information & communication technology. We discuss this revolution at large, while speculating that instruments developed for security requirements engineering can then come in support of in the railway sector. And we explore the use of one of them: the Controlled Natural Language for Data Sharing Agreement (CNL4DSA). We use it to formalize a few exemplifying signal management system requirements. Since CNL4DSA enables the automatic generation of enforceable access control policies, our exercise is preparatory to implementing the security-by design principle in railway signalling management engineering. These critical transitions or catastrophic shifts have been studied in theoretical and applied physics, ecology, social science, economics and recently also in biomedical applications. If we could understand the underlying mechanisms and the dynamics of critical transitions involved in the development of diseases, we would be better equipped to predict and eventually prevent them from arising. This chapter examines the role the British policy in Greece played in the shift in American foreign policy that was manifested in 1947-48, that led directly to these alliances, namely the Western European Union and NATO. To achieve this shift (which also included support of British strategic interests in the Eastern Mediterranean) this chapter argues that the British used Greece, first as a way to draw the United States further into European affairs, and then as a way to anchor the United States in Europe, achieving a guarantee of security for the Eastern Mediterranean and for Western Europe. Drawing on both published and unpublished British and American sources, this chapter will also examine perceptions of the conflicts in and about Greece, and what it represented for Western European and Eastern Mediterranean security, and Western ideas of democracy when confronted with supporting a right-wing Greek government. In so doing, it clarifies how American foreign policy changed from its pre-war focus on non-intervention, to the cold-war politics of containment and intervention. [less ▲]

Fictitious domain/immersed boundary method (FD/IBM) has recently been used for particulate flows and complex fluid-solid interaction problems. The advantage of FD/IBM over the body- fitted method is that it substantially simplifies grid generation for immersed geometries, and it is easier to handle moving boundary situations. FD/IBM even allows the use of a stationary and non- deformation background mesh, as well as it reduces the cost of computation by avoiding generation of a body-fitted mesh for each time step. In this work, we develop a new platform to directly simulate super-quadric (SQ) particles in fluid based on a forcing fictitious domain method. Specifically, a super-quadric particle function is used to represent particle with varying shapes and sizes as encountered for concrete and mortar. The immersion of particles in fluid is handled by imposing a rigidity solid body motion in the particle domain, as well as adding a forcing term to the Navier-stokes equation by integral of pressure gradient and particle related velocity over the whole particle domain. Particle shapes are given by changing the super-quadric parameters of SQ equation. Particle motions, which occur during pumping of cementitious material, can be calculated and tracked by solving Newton’s equations of motions using the extended discrete element method (XDEM)[4] while the data of fluid flow properties are obtained by solving the Navier-Stokes equations which govern the fluid phase. Hence, a particle interface resolving solver is developed by coupling XDEM and IBM. We validate our solver by performing flow around particles and free falling of a particle in the channel at different parameters in 2D and 3D. The final objective of this work is to develop a particle-resolved direct numerical simulation platform to predict highly packed fluids with different shapes of particles and over a wide range of particle sizes. The practice of music lovers is based on leisure activities. But many other components could be grouped from a perspective of community music. First, it seems that it is totally dissociated from traditional methods of musical learning of a formal or non-formal nature. However, it would preferably be linked to informal education. Music in the community is presented as a counter-phenomenon to the highly professionalised musical culture (Lichtinger, 2013). The term ‘community music’ is perfectly appropriate to trace the process of a musical education of young people that often begins with an amateur phase to lead later to the professional life for the most skilled, either to describe the musical training and life of young amateurs, or to trace the life of amateur musicians throughout the life of these musicians. I will present definitions for each of the three training aspects. Next, I will relate the two concepts – that of the three aspects of musical formation and that of music in the community – by giving examples of widespread musical practice, namely wind music (and / or choral) to finally compare models of musical learning. The decreasing cost of high-throughput technologies allows to consider their use in healthcare and medicine. To prepare for this upcoming revolution, the community is assembling large disease-dedicated datasets such as TCGA or METABRIC. These datasets will serve as references to compare new patient samples to in order to assign them to a predefined category (i.e. ‘patients associated with poor prognosis’). Some problems affecting the downstream analysis remain to be solved, the bottleneck is no longer data generation itself but the integration of the existing datasets with the present knowledge. Constraint-based modelling, that only requires the setting of a few parameters, became popular for the integration of high-throughput data in a metabolic context. Notably, context-specific building algorithms that extract a subnetwork from a reference network are largely used to study metabolic changes in various diseases. Reference networks are composed of canonical pathways while extracted subnetworks include only active pathways in the context of interest based on high-throughput data. Even though these algorithms can be part of automated pipelines, to be applied by clinicians, the model-building pipelines must be coupled to a standardized semi-automated analysis workflow based on machine learning approaches to avoid bias and reduce the cost of diagnostics. We propose a fully nonparametric approach to the analysis of the Autocorrelated Conditional Duration (ACD) process applied to durations between financial events. We use a recursive algorithm to estimate the nonparametric specification. In a Monte Carlo experiment, we analyse its forecasting performance and compare it with a correctly and a mis-specified parametric estimator. On a real dataset, the nonparametric estimator seems to mildly overperform in terms of predictive power. The nonparametric analysis can also provide guidance on the choice between alternative parametric specifications. In particular, once intraday seasonality is directly modelled in the conditional duration function, the nonparametric approach provides insights into the time-varying nature of the dynamics in the model that the standard procedures of deseasonalization may lead one to overlook. Elternarbeit, Elterngespräche, Elternabende, Elternbildung, Elternbeteiligung und Erziehungspartnerschaft sind einige von vielen Begriffen, die im Zusammenhang mit der Zusammenarbeit zwischen Eltern und Fachkräften genannt werden. In diesem Kapitel greife ich auf zwei Studien in Luxemburg zurück und stelle die Sichtweisen einiger Eltern und Fachkräfte bezüglich der Zusammenarbeit vor. Diese situiere ich im Hinblick auf meine persönlichen Erfahrungen mit Erzieher/-innen in England, die ich in Kapitel 2 präsentiere, und auf internationale Studien, die in Teil 3 vorgestellt werden. Video games have been labeled a male space, and playing video games an activity created by men and for men (Fox & Tang, 2014; see also Lange & Schwab, this volume). The present chapter analyses the typical roles of male and female video game characters, their presentation in games, their effects, and how players perceive these characters. To this end, gender in video games will be analyzed on different levels. Although women and men share the same overall interest in playing video games as a medium for entertainment, they differ substantially with regard to genres and game titles they prefer. These gender differences have been attributed to the overrepresentation of male characters in video games, uninviting game contents that strongly rely on competition and physical aggression, and the stereotypical portrayal and scripted behavioral patterns of hyper-masculine or “macho” male and sexualized female game characters. The issue of gender portrayals in video games will be discussed in the light of theoretical considerations on evolved dispositions that differ by sex versus the social structural account that attributes sex differences to the differing placement of women and men in the social structure. It will be argued that both theoretical approaches make similar predictions regarding gender-specific video game preferences. [less ▲]

À l’image de son objet, l’histoire sur le numérique est un champ de recherche jeune, issu d’une historiographie puisant à de nombreuses sources. Devenue aujourd’hui une composante de l’histoire des médias, après avoir été une composante de l’histoire des techniques et de l’innovation, elle dispose de multiples facettes : de l’histoire de l’informatique à celle des cultures numériques, elle est un champ en construction et en expansion, très ouvert à d’autres disciplines. L’évolution de l’informatique vers la micro-informatique personnelle et l’émergence du Web ont par ailleurs donné naissance à de nouvelles sources, nées numériques (aussi appelées « sources nativement numériques »), qui ouvrent de nouvelles perspectives de recherche, non sans poser des questions méthodologiques et épistémologiques également nouvelles ou renouvelées. Le numérique est aussi un outil, dont les historiens se sont emparés : l’histoire avec le numérique offre des méthodes pour analyser et lire les sources primaires nées numériques mais aussi pour écrire l’histoire.
