This book focuses on the history of the International Telecommunication Union (ITU), from its origins in the mid-19th century to nowadays. ITU was the fi rst international organization ever and still plays a crucial role in managing global telecommunications today. Putting together some of the most relevant scholars in the fi eld of transnational communications, the book covers the history of ITU from 1865 to digital times in a truly global perspective, taking into account several technologies like the telegraph, the telephone, cables, wireless, radio, television, satellites, mobile phone, the internet and others. The main goal is to identify the long-term strategies of regulation and the techno-diplomatic manoeuvres taken inside ITU, from convincing the majority of the nations to establish the offi cial seat of the Telegraph Union bureau in Switzerland in the 1860s, to contrasting the multi-stakeholder model of Internet governance (supported by US and ICANN). History of the International Telecommunication Union is a trans-disciplinary text and can be interesting for scholars and students in the fi elds of telecommunications, media, international organizations, transnational communication, diplomacy, political economy of communication, STS, and others. It has the ambition to become a reference point in the history of ITU and, at the same time, just the fi rst comprehensive step towards a longer, inter-technological, political and cultural history of transnational communications to be written in the future. Le chapitre prévention primaire se concentre sur les facteurs de risques externes établis comme principaux, liés au mode de vie des personnes, à savoir le tabac, l’alcool, l’alimentation, l’activité physique et la surcharge pondérale et l’obésité, susceptibles d’engendrer un cancer. L’éducation à la santé joue un rôle important, afin d’amener les individus à adopter des comportements préventifs, dans l’objectif de prévenir une maladie ou de la détecter à un stade asymptomatique. Les données des enquêtes European Health Interview Survey (EHIS, étude pilotée par le Ministère de la Santé et le Luxembourg Institute of Health) et Health Behaviour in School-Aged Children (HBSC, enquête coordonnée au Luxembourg par le Ministère de la Santé, le Ministère de l’Education nationale, de l’Enfance et de la Jeunesse, et l’Université de Luxembourg) ont été utilisées dans ce chapitre, pour compiler les données statistiques liées aux facteurs de risques. L’ensemble des comparaisons européennes est réalisé par Eurostat, (https://ec.europa.eu/), par l’étude internationale HBSC (http://www.hbsc.org/) et par le réseau international de chercheurs HBSC. Le chapitre se poursuit sur un descriptif des démarches de prévention mises en place sur le territoire national, au regard des facteurs de risques exposés au paragraphe 1, par exemple pour : Le tabac : Plan National de Lutte contre le Tabagisme (PNLT) 2016-2020, programme de sevrage tabagique (Ministère de la Santé/ Caisse Nationale de Santé), loi du 13 juin 2017 transposant la directive européenne 2014/40/UE sur les produits tabac ; L’alcool : Loi du 22 décembre 2006 portant interdiction de la vente de boissons alcoolisées à des mineurs de moins de seize ans, Plan d’Action Luxembourgeois de réduction du Mésusage de l’Alcool (PALMA) 2020-2024 ; L’alimentation et l’activité physique : Plan Cadre National « Gesond Iessen, Mei Bewegen » (PCN GIMB) 2018-2025. D’autres facteurs de risques additionnels ont par ailleurs été identifiés et font l’objet d’une prise en charge spécifique (ex : exposition au radon, recommandations de prescriptions en imagerie médicale, exposition aux UV, vaccination contre le HPV et l’hépatite B, exposition professionnelle à des agents cancérigènes…). This chapter observes and analyzes hegemonic narratives in and of the academic field. In particular, our focus is on normative and evaluative accounts relating to forms of university governance. We suggest centering on two overarching approaches to what is seen as legitimate in terms of governing the university. First, we trace the age-old Humboldtian perspective, representing especially professorial independence and self-governance. Second, we consider the newer managerial perspective, separating top-down university management decision-making separate from (or counter to) faculty influence. We find that, as the latter form is currently taking hold within European universities, scholarly remembrance of the former Humboldtian governance tradition has morphed into a nearly uncritical, hegemonic tale of a glorified past. In contrast, we suggest, the managerial perspective represents a powerful ante-narrative, a hegemonic story in-the-making. The morally laden, and somewhat fantastical, Humboldtian tale, being itself hegemonic, is unfit to serve as a critical counter-narrative vis-à-vis the managerial approach that has attained considerable authority. Thus, we argue that contemporary governance discourse is suspended between two poles: the Humboldtian perspective, favoring professorial power and authority relations, and the managerial perspective, subordinating faculty under market considerations and continuous evaluation. The dilemma arising from this “suspension” also renders the governance discourse into regions of impracticality and elitism. We argue that a counter-narrative fit to challenge the managerialist governance structures in practice is lacking, with elitism continuously reproduced in-between an ancient hegemonic narrative (Humboldtian) and equally hegemonic contemporary ante-narrative (managerialist). The time evolution of geophysical phenomena can be characterised by stochastic time series. The stochastic nature of the signal stems from the geophysical phenomena involved and any noise, which may be due to, e.g., un-modelled effects or measurement errors. Until the 1990's, it was usually assumed that white noise could fully characterise this noise. However, this was demonstrated to be not the case and it was proven that this assumption leads to underestimated uncertainties of the geophysical parameters inferred from the geodetic time series. Therefore, in order to fully quantify all the uncertainties as robustly as possible, it is imperative to estimate not only the deterministic but also the stochastic parameters of the time series. In this regard, the Markov Chain Monte Carlo (MCMC) method can provide a sample of the distribution function of all parameters, including those regarding the noise, e.g., spectral index and amplitudes. After presenting the MCMC method and its implementation in our MCMC software we apply it to synthetic and real time series and perform a cross-evaluation using Maximum Likelihood Estimation (MLE) as implemented in the CATS software. Several examples as to how the MCMC method performs as a parameter estimation method for geodetic time series are given in this chapter. These include the applications to GPS position time series, superconducting gravity time series and monthly mean sea level (MSL) records, which all show very different stochastic properties. The impact of the estimated parameter uncertainties on sub-sequentially derived products is briefly demonstrated for the case of plate motion models. Finally, the MCMC results for weekly downsampled versions of the benchmark synthetic GNSS time series as provided in Chapter 2 are presented separately in an appendix. [less ▲]

Despite operating in highly constrained legal environments, executive actors may act in a constitutive capacity. This observation prompts a critical assessment of the role of procedural principles in EU administrative law. As norms of conduct deployed by executive bodies during the process of norm concretization, procedural principles may have legal dimensions that, while constitutionally relevant, may not come to the fore in judicial review. The chapter develops this argument with regard to the multifaceted character of the duty to give reasons. It argues that, as a norm of conduct, the duty to give reasons ought to ensure the constitutional embeddedness of the constitutive action of EU executive bodies. Such role is consistent both with the original relevance of the duty to give reasons to the law of integration (in the context of the European Coal and Steel Community) and with the current EU constitutional framework. The latter justifies reinstituting the original constitutional function of the duty to give reasons, irrespective of its current scope in the context of judicial review. [less ▲]

La présente contribution est conçue sous forme d'un rapport d'atelier et donne un premier aperçu concernant le développement d'une approche des phénomènes de frontières et d'espaces frontaliers sur la base des études culturelles. Cette approche tente d'être plus large que celle correspondant aux perspectives jusqu'à présent préconisées par les sciences sociales et appréhende les phénomènes des frontières et des espaces frontaliers en tant qu'entités composées de différentes pratiques et différents discours faisant référence aux frontières et aux différences. Ces entités comprises au sens de bordertextures sont exemplairement illustrées à travers des phénomènes concernant la frontière entre les États-Unis et le Mexique, la frontière franco-allemande et l'Irlande du Nord et elles sont déclinées en différentes dimensions d'analyse. Parmi ces dernières, la corporéalité, la spatialité et la matérialité figurent parmi les approches heuristiques des bordertextures que la présente contribution aborde à titre d'exemples. L'approche relativise la perspective largement répandue correspondant à une conception territoriale de la frontière pour élargir la palette des perspectives analytiques et celles des domaines analysés au sein des Border Studies. À cet effet, elle élaborera un modèle d'analyse pluridimensionnel permettant d'étudier les identités et, à l'exemple de la Grande Région SaarLorLux, posera la question de savoir comment les habitants se représentent l'espace et organisent leurs pratiques de vie quotidienne sur le plan spatial. Par ailleurs, l'analyse révèlera des projections spatiales dans le discours politique et montrera dans quelle mesure celles-ci constituent une base de processus identitaires. La contribution démontre que, malgré des imbrications transfrontalières, les frontières nationales jouent un rôle important dans les processus de projection et d'appropriation identitaires des habitants de la Grande Région SaarLorLux, mais pas nécessairement en tant que catégories rigides. Studies on the connection between migration and urbanity are usually concerned with conditions and developments in cities. The presence of ‘urbanity’ in rural space is the topic of the present contribution. It will be discussed using the example of residential migration in the Greater Region SaarLorLux. The massive influx of residential migrants from Luxembourg into the border regions of the neighbouring countries is a relatively recent phenomenon, the main cause of which lies in the developments in the real-estate market in the Grand Duchy of Luxembourg. This phenomenon is of special interest for the topic of migration in rural areas in two regards: because of the important demographic changes produced by the residential migrants in individual border villages and because of the complex composition of the group of residential migrants, which is extremely differentiated regarding the dimension rural – urban. Central to the article is the question, whether urban attitudes and practices become visible in German border villages, and, if so, how the migratory movement from Luxembourg influences this ‘rural urbanity’. Furthermore, taking the everyday practices of the residential migrants as starting point, it asks in how far the dichotomy urbanity - rurality presents a conceptual approach for the examination of individual and structural integration processes. Als im Dezember 2019 erstmalig von einem neuartigen Coronavirus in China berichtet wurde, war noch nicht absehbar, in welch kurzer Zeit und wie rasant ,COVID-19‘ globale Auswirkungen entfalten würde. Im Januar 2020 wurde Wuhan, die Hauptstadt von Hubei, unter Quarantäne gestellt und nur zwei Monate später hatte sich das Virus in Mitteleuropa ausgebreitet, gefolgt von einer steigenden Infektionswelle unter anderem in den USA. Damit verbunden erodierten vermeintliche Gewissheiten: Bewegungsfreiheiten wurden eingeschränkt, Einreisebeschränkungen verhängt und paradoxerweise genau 25 Jahre nach dem Inkrafttreten des Schengener Abkommens auch viele EU-Binnengrenzen geschlossen. Der Beitrag fokussiert diese Grenzschließungen, beschäftigt sich aber auch mit sozialen Grenzziehungen im Zuge der Pandemie. Die betrachteten ,Grenzgeographien‘ reichen damit von der Subjektebene bis zur globalen Ebene und werden mit den eingeführten Sicherheitsmaßnahmen, eingesetzten (Ver-)Ordnungen, politischen Renationalisierungsreflexen und zivilgesellschaftlichen Widerständen in Zusammenhang gebracht. Nowadays, it is known that they reshape the actin skeleton, anchor or transport vesicles, organelles as well as protein complexes. Here, we review how their role in cell division, polarization, migration and death is related to the cancer phenotype. We will further focus our attention on recent evidences suggesting that these central roles make them prime biomarker candidates for the prognosis of various cancers. This paper examines how practice-theoretical considerations can be linked with those of a spatial-theoretical nature and translated into a heuristic of spatial analysis from a cultural studies perspec-tive. This question focus results from the understanding that space should be regarded as an emer-gent aspect of the social and that it is still largely insufficiently defined in Border Studies. Drawing on a number of different spatial concepts, the paper first presents an action-theoretical notion of space and reformulates it in a practice-theoretical framework. It constitutes the point of departure for the development of the spaces of the border model with its analytical categories of social practices, practical knowledge as well as physical-material and social-structural aspects. Zur Unterstützung der Entwicklung leistungsstarker und potenziell besonders leistungsfähiger Schülerinnen und Schüler setzt das LemaS-Teilprojekt 20 LUPE bei den diagnostischen Kompetenzen der Lehrpersonen an. Basis hierfür ist ein Talententwicklungsmodell mit spezifischem Bezug zur Leistungsentwicklung in den MINT-Fächern (Mathematik und Sachunterricht – Bereich Natur & Technik) während der Grundschulzeit. Dieses Modell wird im LUPE-Projekt entwickelt, indem die Perspektiven von Wissenschaft und Praxis nutzbringend zusammengebracht und integriert werden. Aufbauend auf dem Talententwicklungsmodell werden fachspezifische Materialen entwickelt, in der Praxis erprobt und formativ evaluiert. Diese Materialien sollen Grundschullehrpersonen in den MINT-Fächern dabei unterstützen, aktiv und strukturiert Leistungspotenziale bei ihren Schülerinnen und Schülern zu suchen und zu finden – Strategien der psychologischen Diagnostik ergänzen die pädagogische Diagnostik im Schulalltag. Die Materialien, die von den Lehrpersonen im Unterricht flexibel eingesetzt werden können, kombinieren unterschiedliche Ansätze wie Verhaltensbeobachtungsmethoden, Interviews und diagnostisches Aufgabenmaterial. Plague and leprosy are among the most terrible diseases in history. The experience of these epidemics has been deeply engraved in the collective memory of European societies and continues to have an effect today - even though both diseases have disappeared from Europe a long time ago: leprosy for about 300 years and plague since the end of the 19th century. This article focuses on the historical figurations of leprosy and plague and their origins. In particular, the question of how medieval societies reacted to the threat of epidemics and which methods were used to make the fateful and inexplicable experiences of illness comprehensible will be examined. For this purpose, iconographic sources will be considered primarily. Because in contrast to the written sources, the aesthetic dimensions of contemporary representations of disease offer a deeper and more powerful insight into the origins of the leprosy and plague motifs that are still relevant today. This paper offers a Talmudic norms solution to the paradox of the heap. The claim is that the paradox arises because philosophers use the wrong language to discuss it. We need a language about objects which is capable of expressing not only the declarative properties of the object (such as being a heap) but also how the object/heap was constructed. Such a view of objects comes from the Talmudic theory of mixtures. To this we add a first attempt at modelling the Talmudic normative theory of mixing (Talmudic calculus of Sorites). We seek a correlation between Talmudic positions on mixtures and philosophical positions on Sorites. The Talmud is very practical and cannot allow for any theoretically unresolved paradox to get in the way, and so it has a lot to offer to philosophy in general and to the heap paradox in particular. Basé sur deux études empiriques, conjointement quantitatives et qualitatives, menées dans le contexte de deux projets interdisciplinaires à l’Université du Luxembourg (IDENT – Identités socio-culturelles et politiques identitaires au Luxembourg (2007-2010) et IDENT2 – Processus de régionalisation et constructions identitaires dans des espaces transfrontaliers (2011-2016)), l’argumentaire porte sur l’interface régionalité / saisonnalité tant au Grand-Duché que dans les régions limitrophes. En effet, dans les populations considérées, la régionalité comme qualification alimentaire prime largement sur la saisonnalité, qui, elle, demande une réflexivité et une conscience agricole plus importante. Mais la forme locavore de la notion de régionalité est actuellement une tendance montante et elle favorise, justement, une (re)prise de conscience des contextes géolocalisés de la production alimentaire. Bacteria and parasites are constant companions of humankind. Usually, they are harmless. When they turn against their hosts, however, they become harbinger of diseases. It seems to be a paradox of history that diseases and their global spread may be seen as indicators for the process of civilisation. We investigate this phenomenon from two angles: the so-called Black Death and leprosy. After a short general introduction by Martin Uhrmacher and Thomas Kolnberger, the latter presents the globalization of “the plague” in three historical waves. Michel Pauly then scrutinizes the impact the second wave had in the fourteenth century on the region of today’s Luxembourg. In the last part, Martin Uhrmacher introduces leprosy, its social consequences and the history of its perception. [less ▲]

VSM is an effective tool to collect, evaluate and continuously improve product and information flows within companies in a common and standardized manner. The findings of this chapter are not only valid for consistent product and information flows, but are representative for the relevance of standards in general. In a globalized economy, standards need to be generally accepted and valid for all countries. Thus, corporate or national standards, only have limited impact. The International Standardization Organization (ISO) provides the means to develop, negotiate and communicate standards, which are globally binding. In diesem Beitrag wird die Bedeutung von nationalen Grenzen für räumliche Identitäten in Grenzregionen analysiert. Dafür wird ein mehrdimensionales Analysemodell entwickelt und am Beispiel der Großregion SaarLorLux gefragt, wie die Einwohner den Raum repräsentieren und wie sie ihre alltagskulturellen Praktiken räumlich organisieren. Außerdem werden räumliche Projektionen im politischen Diskurs aufgedeckt und rekonstruiert, inwiefern diese in Identifizierungsprozessen wirksam sind. Die Betrachtungen stützen sich auf eine Repräsentativbefragung der Einwohner Luxemburgs und der an das Großherzogtum angrenzenden Gebiete in Frankreich, Belgien und Deutschland. Der Beitrag zeigt, dass nationale Grenzen in den Identifikations- und Identifizierungsvorgängen der Einwohner der Großregion SaarLorLux trotz grenzüberschreitender Verflechtungen und Alltagsgeographien eine wichtige Rolle spielen, aber nicht zwangsläufig als stabile Ordnungskategorien. There is substantial clinical and public health evidence that video gaming, particularly online gaming, can become excessive and lead to psychological distress and functional impairment. This has led to the inclusion of gaming disorder as an official mental condition in the International Classification of Diseases, 11th Edition (ICD-11; World Health Organization, 2019). Psychological models recognize the importance of cognitive factors to explain the initiation, development, and maintenance of problematic gaming behaviors. This chapter will summarize some of the known cognitive factors associated with problem gaming and gaming disorder. These cognitions will be divided into two broad categories: (1) cognitive deficits (e.g., impaired executive functioning, hazardous decision-making, or deliberative processes) and (2) cognitive biases (e.g., attentional biases, cognitive distortions, dysfunctional cognitions). This chapter will review and synthesize available research findings and highlight their clinical implications for gaming disorder. The limitations of the research base are considered and some potential avenues for future research are proposed. [less ▲]

The strategic use of the so-called new media has become more and more central to the way in which politicians, especially populist exponents, reach out to their audiences. Perhaps due to their immediate and widespread resonance, social media platforms have proven to be particularly well-suited to the way populist messages are shaped. Their impact seems to be highly effective even beyond the geographical and cultural borders of the audience the messages are originally conceived for. This article analyses the discursive strategies and use of metaphors in the end-of-the-year speech of the Italian Minister of the Interior Matteo Salvini, which was broadcasted on Facebook on 31 December 2018. Using methods of Conceptual Metaphor Theory (CMT) and Critical Discourse Analysis (CDA), the investigation shows how Salvini uses the WAR, SPORT, FAMILY, and RELIGION metaphors as well as THE PROUD ITALIAN, THE ROBIN HOOD, and THE RESCUER scenarios to construct a Eurosceptic narrative in which his party has finally redeemed Italy from a disastrous past and liberated the nation from an oppressive Europe. The analysis will also reveal echoes of Trump’s slogan ‘Make America great again’ which Salvini uses to redefine Italy’s role in the European context as the continent’s rescuer. [less ▲]

Die Neuorientierung stützt sich auf konstruktivistische Zugänge und fragt nach den Prozessen der Einsetzung, Relativierung, Verschiebung oder Überwindung von Grenzen. Diesem Verständnis von Grenzen als politische, soziale, kulturelle, mentale Produktionen folgt dieser Sammelband und diskutiert den Zusammenhang von Räumen, Ordnungen und Verflechtungen. Die Herausgeber*innen führen in diesem Beitrag grundlegend in das Themenfeld ein und geben einen Überblick über die Beiträge des Bandes. Die Autor*innen aus den Raum-, Sozial- und Kulturwissenschaften wählen unterschiedliche Zugänge zu Grenzen und analysieren ihre (Re-)Produktionsprozesse als ‚Geographien der Grenzen‘. In order to achieve our objective, we will first provide an overview of the development of cooperation research, its characterizing orientations and establish a link to the topic of this contribution (chapter 2). The following presentation of practice theories introduces praxeo-logical thinking and provides a condensed outline of the state of the art of this cultural soci-ological theory (chapter 3). Building on this, we will develop our idea of a cross-border practice formation that breaks with the premises of traditional cooperation research, and we provide an alternative perspectivation by outlining four challenges of CBC (chapter 4). In consideration of some research-practical particularities which are linked to the suggested analytical perspective, we eventually offer (chapter 5) an outlook on the development of an alternative research approach which is compatible within a multidisciplinary context. In this paper, we tackle a generic optimal regime switching problem where the decision making process is not the same from a regime to another. Precisely, we consider a simple model of optimal switching from competition to cooperation. To this end, we solve a twostage optimal control problem. In the first stage, two players engage in a dynamic game with a common state variable and one control for each player. We solve for open-loop strategies with a linear state equation and linear-quadratic payoffs. More importantly, the players may also consider the possibility to switch at finite time to a cooperative regime with the associated joint optimization of the sum of the individual payoffs. Using theoretical analysis and numerical exercises, we study the optimal switching strategy from competition to cooperation. We also discuss the reverse switching. [less ▲]
