Some of the essays perceive a threefold deficit in this regard – a constitutionality, sovereignty and solidarity deficit. The common view that can be distilled from them relates to a perception that the people and peoples of the European Union have drifted into a quagmire of political paralysis within which essential features of the paralysis – lack of constitutionality, lack of sovereignty and lack of social solidarity – feed off one another. Lack of solidarity, not only between European citizens, but also between Member States of the European Union, derails all possibilities of common political initiative, fervour and purpose. And absence of such common initiative, fervour and purpose quite evidently explains the faltering of Europe’s constitutional project and the reduction of this project to that which Jürgen Habermas has come to call Europe’s “mindless incrementalism.” Unable to arrive at the constitutionality that would allow for the emergence of European sovereignty, the faltering constitutional process has only managed to dismantle essential elements of sovereignty and social solidarity within the Member States of the European Union. This has led to the double edged lack of sovereignty (lack of sovereignty at EU level and lack of sovereignty in the Member States) that has lead Dieter Grimm to observe (also in his contribution to this book) that there may well be no true sovereign left in Europe today. Against this background, it is perhaps no surprise that a non-sovereign body would step in to take over the responsibilities of sovereign government, and do so on the basis of the only principle that appears prima facie legitimate under circumstances of political paralysis, namely, the ordo-liberal principle of reducing politics to guardianship of free competition between individuals that replaces constitutional law with competition law; hence the crucial role that the market-liberalisation jurisprudence of the European Court of Justice have come to play in the non-sovereign or surreptiously-sovereign way Europe is governed today. To be sure, not all the essays in this book share this grim view. A number of them discern an emergence of new forms of democracy or even new forms of political legitimacy in the complex structures of multi-level governance in the European Union. The first part deals with the topic 'spatial construction through migrants', focusing on the culturally differentiated construction of spaces and landscapes from a theoretical point of view. From a social perspective, the shifts in such needs/requirements and values that people tie to different parts of their spatial environment are of particular interest. For example due to globalisation processes, identity constructions underlie a growing erosion process, concerning the understanding of space and landscape as well as their acquisition. Thus, the different levels of spatial planning are confronted with further differentiated demands in terms of space and landscape presenting major challenges. Based on different case studies, the second topic ‘migration and specific spaces’ that follows the theoretical considerations, reflects spatial demands of migrants and the potential of internationalisation. The selected case studies mainly deal with rural areas as well as the internationalisation in those cities which were not in the academic focus until now. At first, the focus is on the investigation of spatial acquisitions and demands of US-American, Muslim and Turkish migrants. Then the housing situation of migrants is the focal point. This includes the cross-border commuters at the German-Luxembourgish border. The following part is devoted to the potential which can be accompanied by the increasing internationalisation of the society. This is done on the one hand with a theoretical example of identity, home as well as inclusion and exclusion. [more ▼] Le programme de recherche Reconstructions littéraires françaises et francophones des espaces sociopolitiques, historiques et scientifiques de l’extrême contemporain a réuni des chercheurs européens dont les travaux, présentés ici, sont entrés en dialogue au sujet de la catégorie de l’espace, en étroite relation avec la géographie, l’histoire, les sciences sociales et politiques, et enfin les sciences cognitives et la cybernétique. L’espace est soumis aux tensions des difficiles premières années du XXIe siècle (guerres, peurs et fantasmes « terroristes », etc.), de surcroît marquées par une crise économico-financière sans précédent depuis 1929, de telle sorte que les groupes sociaux et les individus s’inscrivent dans des situations très nouvelles dans lesquelles se trouvent réactivés soupçons et défiances à l’égard des institutions politiques et de leurs administrations. Aucun domaine n’est épargné, qu’il s’agisse de l’éducation, de la recherche scientifique ou des activités de diffusion de l’information. Ce volume explore et analyse la création, essentiellement romanesque, de l’extrême contemporain, où l’espace s’impose avec force, comme en témoigne le rôle rempli par les lieux archétypiques de la « surmodernité » – prisons, usines, périphéries urbaines, voire centrales nucléaires, ensemble de lieux « sans qualités apparentes ». C’est parce que la littérature est à la fois une caisse de résonance des fantasmes et des terreurs et une conscience critique, que ces contributions veulent rendre compte de ce rapport avec l’espace, dont l’humain a lui-même organisé la planétarisation et – paradoxalement – la déshumanisation.
