[more ▼] United Nations have declared the current decade (2021-2030) as the ”UN Decade on Ecosystem Restoration” to join R&D forces to fight against the ongoing environmental crisis. Given the ongoing degradation of earth ecosystems and the related crucial services that they offer to the human society, ecosystem restoration has become a major society-critical issue. It is required to develop rigorously software applications managing ecosystem restoration. Reliable models of ecosystems and restoration goals are necessary. This paper proposes a rigorous approach for ecosystem requirements modeling using formal methods from a model-driven software engineering point of view. The authors describe the main concepts at stake with a metamodel in UML and introduce a formalization of this metamodel in Alloy. The formal model is executed with Alloy Analyzer, and safety and liveness properties are checked against it. This approach helps ensuring that ecosystem specifications are reliable and that the specified ecosystem meets the desired restoration goals, seen in our approach as liveness and safety properties. The concepts and activities of the approach are illustrated with CRESTO, a real-world running example of a restored Costa Rican ecosystem. [more ▼] This questionnaire study investigates the attitudes of pre-service teachers at the University of Luxembourg towards lesbian, gay and bisexual (LGB) students. Assessing this is crucial when it comes to guaranteeing equality in education, as prior research, such as on the Pygmalion effect, demonstrates that teachers’ perceptions of students may have an impact on student’s educational success. This impact can be positive but also negative. Detecting trends of negative attitudes in pre-service teachers may therefore represent a first step in protecting LGB-students from educational inequality. Possible explanatory variables, such as respondents' experiences with LGB people, religiosity, gender or even political orientation will be collected. The aim of the study is to add the aspect of sexual diversity in education to the Luxembourg Education Report 2023, which is entirely devoted to the topic of diversity. We hypothesize that negative attitudes of student teachers towards LGB students are associated with 1) little social contact with LGB people; 2) male gender; 3) stronger religious beliefs; 4) heterosexual orientation; 5) a right-wing, conservative political orientation. Additionally, we examine whether hypergendering (hypermasculinity for men and hyperfemininity for women, i.e., the strict adherence to traditional gender roles and their stereotypes) influences the relationship between negative attitudes regarding LGB students. We hypothesize that 6) men with strong hypermasculinity display more negative attitudes than less hypermasculine men; we tentatively hypothesize that 7) women with strong hyperfemininity display more negative attitudes than less hyperfeminine women towards LGB students. All variables and their concrete assessment tools with respective answer options are displayed in the Survey Overview. [more ▼] The relationships between students and their teachers can impact students’ learning and development. Characterized by emotional warmth or closeness, positive teacher-student-relationships (TSR) can improve a variety of student outcomes. Existing meta-analyses suggest strong links between TSR and students’ peer relations, school engagement, academic achievement, emotions, executive functions, general well-being, and reductions in aggressive or disruptive behaviors. However, this evidence base is scattered, and a comprehensive overview of the TSR-outcome associations integrating academic, behavioral, socio-emotional, and general cognitive outcomes is lacking. Further, researchers have been unequivocal about possible moderators, such as how these relationships change with student age as their relationship to family, peers, and teachers change. Considering these research gaps, we aim to systematically review the meta-analytic literature and examine the following two research questions: Research Question 1: To what extent do existing meta-analyses provide evidence supporting significant relations between TSR and children’s academic, behavioral, socioemotional, motivational, and general cognitive outcomes? (Overall relationship) Research Question 2: To what extent do these relationships vary by the characteristics of the meta-analyses, such as student samples, measurement characteristics, and the quality of the meta-analyses? To address these research questions, we conduct a systematic review of existing meta-analyses, integrating the findings of eligible studies. We will include quantitative meta-analyses with preschool or K-12 samples who have no diagnosed disorder or disability. [more ▼] The aim of the SIVA project is to investigate differences between schools with stable high value-added (VA) scores to those with low or medium VA scores to learn about their effective pedagogical strategies. We attempt to achieve this goal through classroom observations and questionnaires for students in grade 2, their parents, their teachers, as well as school presidents. More specifically, with the present study we want to learn from target schools with stable positive VA scores – a statistical method usually used to estimate schools' effectiveness. We will use VA modelling constructively to compare those schools identified as highly effective (i.e., with high VA scores) to schools with medium or low VA scores on variables such as pedagogical strategies, student background, and school climate. To this end, a mixed-methods design based on questionnaires, observations, and results from the Luxembourg School Monitoring Programme ÉpStan (LUCET, 2021) will be applied. The content of the investigation is based on a synthesis of models of school learning and quality, focusing on aspects such as school organization or classroom management (e.g., Hattie, 2008; Helmke et al., 2008; Klieme et al., 2001) and is extended by specificities about the Luxembourgish school system, which are not represented in international school learning models (such as the division into two-year learning cycles, the multilingual school setting, and the diverse student population). With the aim to obtain a preferably broad picture, students, parents, teachers, school presidents and regional directors will be investigated. While parents, teachers, school presidents and regional directors can—as adults—fill out questionnaires individually, obtaining the opinion from children at such a young age can be challenging. The SIVA project tackles this issue by choosing item formats that are appealing and understandable for young children (see, e.g.,Lehnert, 2019), as well as by including classroom observations conducted by neutral educational experts (please, find both the questionnaires and observation sheets in the attachments). [more ▼] Climate change and ambitious emission-reduction targets call for an extensive decarbonization of electricity systems, with increasing levels of Renewable Energy Sources (RES) and demand flexibility to balance the variable and intermittent electricity supply. A successful energy transition will lead to an economically and ecologically sustainable future with an affordable, reliable, and carbon-neutral supply of electricity. In order to achieve these objectives, a consistent and enabling market design is required. The Kopernikus Project SynErgie investigates how demand flexibility of the German industry can be leveraged and how a future-proof electricity market design should be organized, with more than 80 project partners from academia, industry, governmental and non-governmental organizations, energy suppliers, and network operators. In our SynErgie Whitepaper Electricity Spot Market Design 2030-2050 [1], we argued for a transition towards Locational Marginal Prices (LMPs) (aka. nodal prices) in Germany in a single step as a core element of a sustainable German energy policy. We motivated a well-designed transition towards LMPs, discussed various challenges, and provided a new perspective on electricity market design in terms of technological opportunities, bid languages, and strategic implications. This second SynErgie Whitepaper Electricity Market Design 2030-2050: Moving Towards Implementation aims at further concretizing the future German market design and provides first guidelines for an implementation of LMPs in Germany. Numerical studies –while not being free of abstractions –give evidence that LMPs generate efficient locational price signals and contribute to manage the complex coordination challenge in (long-term) electricity markets, ultimately reducing price differences between nodes. Spot and derivatives markets require adjustments in order to enable an efficient dispatch and price discovery, while maintaining high liquidity and low transaction costs. Moreover, a successful LMP implementation requires an integration into European market coupling and appropriate interfaces for distribution grids as well as sector coupling. Strategic implications with regard to long-term investments need to be considered, along with mechanisms to support RES investments. As a facilitator for an LMP system, digital technologies should be considered jointly with the market design transition under an enabling regulatory framework. Additional policies can address distributional effects of an LMP system and further prevent market power abuse. Overall, we argue for a well-designed electricity spot market with LMPs, composed of various auctions at different time frames, delivering an efficient market clearing, considering grid constraints, co-optimizing ancillary services, and providing locational prices according to a carefully designed pricing scheme. The spot market is tightly integrated with liquid and accessible derivatives markets, embedded into European market coupling mechanisms, and allows for functional interfaces to distribution systems and other energy sectors. Long-term resource adequacy is ensured and existing RES policies transition properly to the new market design. Mechanisms to mitigate market power and distributional effects are in place and the market design leverages the potential of modern information technologies. Arapid expansion of wind andsolar capacity will be needed to decarbonize the integrated energy system but will most likely also increase the scarcity of the infrastructure. Therefore, an efficient use of the resource "grid" will be a key factor of a successful energy transition. The implementation of an LMPs system of prices with finer space and time granularity promises many upsides and can be a cornerstone for a futureproof electricity system, economic competitiveness, and a decarbonized economy and society. Among the upsides, demand response (and other market participants with opportunity costs) can be efficiently and coherently incentivized to address network constraints, a task zonal systems with redispatch fail at. The transition to LMPs requires a thorough consideration of all the details and specifications involved in the new market design. With this whitepaper, we provide relevant perspectives and first practical guidelines for this crucial milestone of the energy transition. [more ▼] Decline in immune function during aging increases susceptibility to different aging related diseases. However, the underlying molecular mechanisms, especially the genetic factors contributing to imbalance of naïve/memory T-cell subpopulations, still remain largely elusive. Here we show that loss of DJ-1 encoded by PARK7 /DJ-1, causing early-onset familial Parkinson’s disease (PD), unexpectedly delayed immunoaging in both human and mice. Compared with two gender-matched unaffected sibling carriers of similar ages, the index PD patient with DJ-1 deficiency showed a decline in many critical immunoaging features, including almost doubled frequencies of non-senescent T cells. The observation of a ‘younger’ immune system in the index patient was further consolidated by the results in aged DJ-1 knockout mice. Our data from bone marrow chimera models and adoptive transfer experiments demonstrated that DJ-1 regulates several immunoaging features via hematopoietic-intrinsic and naïve-CD8-intrinsic mechanisms. Our finding suggests an unrecognized critical role of DJ-1 in regulating immunoaging, discovering a potent target to interfere with immunoaging- and aging-associated diseases. [more ▼] This discussion paper is intended to present the range of optimisers developed in the SynErgie project and to go into more detail on the methodological aspects. In this discussion paper, a distinction is made between optimisers on the company platform and on the market platform. On the company platform, the goal is to ensure optimal operation of the plants, so that in addition to energy, other operational key figures are included in the analysis. These include various optimisers from production planning and control (PPC), which, in addition to energy costs, also track logistical target variables, such as the on-time delivery of products, as key figures. In addition to the production systems, the facilities of the technical building equipment (TGA) are also optimised on the company platform. Furthermore, within the discussion paper, we differentiate between energy-oriented and energy-flexible optimisation. Energy-oriented optimisation, pursues the goal of minimise energy costs, uses information from the energy markets, such as electricity price forecasts. With flexible optimisation, for example, flexibilities are determined or scheduled, which can then be transmitted to the market. The discussion paper also deals with the optimisation services of the optimisation services of the market platform, which determines the optimal marketing opportunity for the determined. The optimiser calculates the optimal time for different markets in order to maximise the proceeds of the maximise the revenue of the flexibility offered or minimise the costs. Should a flexibility provider decide to use a service to take over the marketing of his flexibility measure, information on the flexibility is transmitted between the flexibility is transmitted between the service and the company in order to be able to implement the measure in the company. DIGI-GOV is thus a chance to call attention to this critical shift in the ways that contemporary digital cities are constructed, planned, mediated and governed. DIGI-GOV expands on prior research that examined Alphabet Inc.’s digital city project in Toronto that raised a number of important issues forurban planners, development practitioners, and urban studies scholars – even if this particular digital city project was ultimately unsuccessful. DIGI-GOV expands this research because the range of services that LDCs provide has increased in both volume and centrality; more and more public and private institutions rely on LDCs for essential digital infrastructures. There is an urgent need to study the trajectories of urbanization that are rolled out under the leadership of LDCs and the tensions in urban governance that are unleashed. DIGI-GOV will shed light on four further cities in addition to Toronto, which have been challenged by the presence of LDCs—namely, Seattle, Washington D.C, Bissen, and Eemshaven. The selected cities are some of the few exemplary cases available where LDCs have secured their position in the local urban field. Through qualitative methodological approaches, DIGI-GOV will tease out how these cities are relationally connected through LDC-led urban development, and what scholars and practitioners can learn from these experiences. Examined together, one can scratch at the surface of, and unearth, this new emerging relational geography. [more ▼] Driven by the climate conference in Paris in December 2015 countries worldwide are confronted with the question of how to shape their power system and how to establish alternative technologies to reduce harmful CO2 emissions. The German government plans that even before the year 2050, all electricity generated and consumed in Germany should be greenhouse gas neutral [1]. To successfully integrate renewable energies, a future energy system must be able to handle the intermittent nature of renewable energy sources such as wind and solar. One important means to address such electricity production variability is demand-side flexibility. Here, industry plays a major role in responding to variable electricity supply with adequate flexibility. This is where the Kopernikus project SynErgie comes in with more than 80 project partners from academia, industry, governmental, and non-governmental organizations as well as energy suppliers and network operators. The Kopernikus project SynErgie investigates how to best leverage demand-side flexibility in the German industry. The current electricity market design in Germany is not well suited to deal with increasing levels of re- newable energy, and it does not embrace demand-side flexibility. Almost 6 GW of curtailed power in 2019 provide evidence that changes are needed with respect to the rules governing electricity markets. These rules were designed at a time when electricity generation was concentrated on a few large and dispatchable conventional power plants and demand was considered inelastic. The SynErgie Cluster IV investigates how a future-proof electricity market design should be organized. The corresponding Work Package IV.3.1 more specifically deals with analyzing and designing allocation and pricing rules on electricity spot markets. The resulting design must be well suited to accommodate demand-side flexibility and address the intermittent nature of important renewable energy sources. This whitepaper is the result of a fruitful collaboration among the partners involved in SynErgie Cluster IV which include Germany’s leading research organizations and practitioners in the field. The collaboration led to an expert workshop in October 2020 with participation from a number of international energy market experts such as Mette Bjørndal (NHH), Endre Bjørndal (NHH), Peter Cramton (University of Maryland and University of Cologne), and Raphael Heffron (University of Dundee). The whitepaper details the key recommendations from this workshop. In particular, the whitepaper recommends a move to a locational, marginal price-based system together with new bidding formats allowing to better express flexibility. We argue in favor of a one-step introduction of locational, marginal prices instead of repeatedly splitting existing zones. Frequent zone splitting involves recurring political debates as well as short- and long-run instabilities affecting the basis for financial con- tracts, for example. Importantly, the definition of stable prize zones is very challenging with increasing levels of distributed and renewable energy sources. The recommendation is the outcome of an intense debate about advantages and downsides of different policy alternatives. However, such a transition to locational, marginal prices is not without challenges, and it is a call to arms for the research community, policymak- ers, and practitioners to develop concepts on how to best facilitate the transition and ensure a reliable and efficient electricity market of the future. The aim is to develop a comprehensive data model to map flexibility in a flexibility space and concrete flexibility measures. The aim is not to create a completely realistic representation of a flexibility. The focus is on mapping technically and energetically relevant information in a granularity that enables the communication of flexibility between industrial companies and energy markets. [more ▼] Speeding up the energy transition in the European Union (EU) is a major task to quickly reduce harmful greenhouse gas emissions. Market design plays a crucial role in the decarbonization of the European energy system, driving the expansion of both Renewable Energy Sources (RES) and accompanying flexibility sources. In particular, demand flexibility by energy-intensive industrial companies can play a key role. By flexibilizing their production processes, industrial companies can contribute to an increased use of variable RES (in the following referred to as Variable Renewable Energy (VRE)) to lower the CO2 footprint of their products with positive effects on economic competitiveness. Together with other flexibility sources like electric vehicles, the EU can transition to a just, low-carbon society and economy with benefits for all. However, to actually realize these benefits, market design must account for the changing production and consumption characteristics, e.g., the intermittency of VRE. Starting with current challenges of the energy transition that need to be solved with a future market designin the EU, the whitepaper takes alternative market design options and recent technological developments into account, which are highly intertwined. The whitepaper elaborates on the role of, for instance, flexibility, digital technologies, market design with locational incentives, and possible transition pathways in a European context. The “Clean energy for all Europeans” package offers a new opportunity to deepen the integration of different national electricity systems, whereby Transmission System Operators (TSOs) are required to reserve at least 70% of transmission capacities for cross-border trades from 2025 onwards. The corresponding scarcity of transmission capacities on the national level, however, may aggravate congestion to a critical extent, calling for transformational changes in market design involving, e.g., a redefinition of bidding zones close to the network-node level. The present whitepaper can be seen as part of a series of whitepapers on electricity market design 2030 - 2050 [14, 15] and continues the analysis of regionally differentiated prices or Locational Marginal Pricing (LMP) as a means to address congestion problems in future VRE-based electricity systems. Thereby, the whitepaper extends the findings of the previous two whitepapers (where in the latter whitepapers, e.g., a detailed discussion of the pros and cons of LMP can be found) and elaborates on the question how LMP could be implemented in one or several European countries and how possible implementation pathways may look like in a coupled European system. Moreover, the whitepaper describes preparatory steps that are necessary for the introduction of LMP, and – at the same time – create advantages for countries under both, a nodal and zonal market design. All in all, the results and outcomes of the whitepaper shall support the market design transition in Europe and, thus, the integration and activation of flexibility potentials to foster a fast reduction of CO2 emissions through a better use of VRE. Therefore, the whitepaper contributes with concrete policy measures to the overarching vision of a future European electricity market design that bases on low-carbon technologies and enhances welfare and fairness, while ensuring economic competitiveness of Europe. [more ▼] The Energy Synchronisation Platform (ESP) maps the entire process of information-automated energy flexibility trading from the machine to the energy market. The ESP is thus the overall concept that enables industrial demand flexibility. This discussion paper on the ESP reference architecture is an update of an older version presented in Reinhart et al. (2020). Since then, the development of individual services has been discontinued and the market platform (MP) is no longer designed as a broker architecture. It now serves as the first point of contact between industrial companies and service providers and takes on an intermediary role. The Enterprise Platform (UP) thus takes on a more important role in terms of communication within ESP, as all communication with services now takes place via the UP. Furthermore, in this detailed discussion paper we provide a collection of the different services that have been developed within SynErgie for the MP and the UP. Each service presented includes a brief description, the relevant inputs and outputs, and other relevant comments. Furthermore, an overview of the primary reference processes considered for the operation and marketing of flexibility is provided. These are presented on the basis of three possible use cases. [more ▼] Many countries have a clear policy objective of increasing their share of renewable energy sources (RESs). However, a major impediment to higher RES penetration often lies in the historically grown structures of a country’s electricity sector. In Indonesia, policymakers have relied on cheap fossil fuels and state control to provide the population with access to both reliable and affordable electricity. However, this focus on only two of the three horns of the energy trilemma, namely energy security and energy equity (and not sustainability), may put Indonesia at risk of missing its ambitious RES targets. In this context, a number of small- scale reform attempts to promote RES integration in recent years have proved to be relatively unsuccessful. Like many other countries, Indonesia needs clear policy directions to avoid an unsustainable lock-in into a fossil fuel future. In the last decades, several other countries have successfully restructured their electricity sectors, for example by introducing a wholesale market for electricity under different electricity pricing systems, including nodal, zonal, or uniform pricing. These countries may hold valuable experiences of overcoming the historically grown barriers to successful RES integration through a greater role for market mechanisms. This paper develops three generic models that allow policymakers to analyze the impact of introducing either a nodal, a zonal, or a uniform pricing system on the three horns of the energy trilemma in their country. We evaluate our model using a simplified network representation of the Indonesian electricity sector. Our results indicate that each of the pricing systems is able to foster specific horns of the energy trilemma. Considering that any major reform intended to improve energy sustainability in Indonesia will only be a success if it also addresses energy security and energy equity, we also discuss our results from the perspective of energy justice and the need to balance the country’s energy trilemma. Ultimately, we illustrate a transformation pathway for a more sustainable and just transition to a low-carbon economy in Indonesia. [more ▼] COVID-19 constitutes the greatest crisis that high-income countries have seen in many generations. While many high-income countries experienced the global financial crisis of 2007–2008, or have had national recessions, the COVID-19 pandemic is much more than that. COVID-19 is a social and economic crisis, sparked by a protracted health crisis. High-income countries have very limited experience of dealing with health crises, having their health and human services stretched beyond capacity, restricting the travel of their populations or having to close workplaces and schools – let alone experience of all of these things combined. These unique conditions create new and serious challenges for the economies and societies of all high-income countries. As these challenges evolve, children – as dependants – are among those at greatest risk of seeing their living standards fall and their personal well-being decline. This new UNICEF Innocenti report explores how the social and economic impact of the pandemic is likely to affect children; the initial government responses to the crisis; and how future public policies could be optimized to better support children. [more ▼] Suicide is one of the leading causes of death among young people worldwide. In order to prevent suicides, early identification of groups at risk is needed. In the Luxembourgish HBSC study, data on suicidal behaviours among adolescents were collected in 2006, 2010 and 2014. These can be used to identify suicide risk factors and to develop comprehensive suicide prevention programs. In Luxembourg, the suicide rate has fluctuated around 15 deaths per 100 000 inhabitants per year, for more than ten years. In the period 2006 – 2016, 20 deaths were registered as suicide in the age group of 10 to 19-year-olds. These suicides represent approximately 19% of all deaths registered in this age group. In the Luxembourgish HBSC study conducted in 2014, 875 adolescents indicated to have contemplated suicide in the last 12 months, which amounts to 15.1% of the adolescents in the study. In the same year, 811 adolescents (14.0%) indicated to have made a suicide plan in the last 12 months, and 448 adolescents (7.7%) to have attempted suicide (at least once) in the last year. In first instance, bivariate logistic regressions analyses were conducted for 24 independent variables with three suicidal behaviours (contemplation of suicide, planning of suicide and suicide attempt) and sadness as dependent variables in order to identify potential risk factors. These risk factors were further tested in multivariate logistic regressions, in order to make a statement about the relevance of these factors for suicidal behaviour of adolescents in Luxembourg, while taking into account the dependence between the risk factors. Results from multivariate logistic regressions indicate that subjective health complaints are the most important risk factor for suicidal behaviour. Adolescents who have recurrent multiple health complaints are at higher risk for suicidal behaviour than adolescents who do not have health complaints. Life satisfaction is the second most important risk factor for suicidal behaviour. Adolescents with lower levels of life satisfaction are at higher risk for suicidal behaviour than adolescents who have higher levels of life satisfaction. Gender-specific analyses show that the risk factors differ between girls and boys for suicidal behaviour. IGETS continues the activities of the Global Geodynamics Project (GGP, 1997-2015) to provide support to geodetic and geophysical research activities using superconducting gravimeter (SG) data within the context of an international network. The Walferdange Underground Laboratory for Geodynamics (WULG) is located at the middle of a long labyrinth of galleries which originally have been established for the commercial extraction of gypsum. Exceptional temperature and humidity stability, the absence of water and human perturbations, distance from the ocean and easy access, were some of the motivations for initially choosing this site for instrumentation and Earth tide research. Instruments to measure the micro deformations produced by the tidal forces have been developed and tested in the Laboratory for more than 30 years. Ground deformations and earthquakes are or have been recorded continuously by means of spring gravimeters, vertical and horizontal pendulums, long base water tube tiltmeters, vertical and horizontal strain meters, short period and broad band seismometers. Meteorological parameters (temperature, humidity and atmospheric pressure), as well as radon gas emissions, are also continuously monitored in various locations within the mine. In 2000, the Minister of Research of the Grand-Duchy of Luxembourg decided to establish a new International Reference Station for Intercomparisons of Absolute Gravimeters (ISIAG). The instrumentation to support the project includes a superconducting gravimeter OSG-CT040, an absolute gravimeter FG5X-216, and other ancillary equipment necessary to support research. In January 2002, a first superconducting gravimeter was installed. The instrument was then stopped in March 2003 due to an abnormally large instrumental drift. In December 2003, it was replaced by a brand-new gravimeter with the same name and which continuously operates since that date. Absolute gravity measurements have been performed on a regular time base to calibrate the superconducting gravimeter and to estimate its instrumental drift. Since 2003, the WULG hosted three European Comparisons and one International Comparison of Absolute Gravimeters. It was the first international comparison outside the walls of the BIPM (Bureau International des Poids et Mesures) in Sèvres (France) where it had traditionally been organized for 30 years. In general, young people seem to be aware of their responsibility to contain the coronavirus. The majority have the necessary information and opportunities to act in a way that reflects this responsibility. There are suggestions of negative impacts stemming from COVID-19 and measures to combat COVID-19, but these do not appear to be the prevailing dynamic at the time of completing the survey. However, it is likely that negative effects will increase the longer the COVID-19 pandemic lasts and the more individual and social resources are depleted. There are already detectable beginnings of sociodemographic and socioeconomic differences in how people are coping with the COVID-19 pandemic. It is therefore important to continue to provide young people with support for mastering the transition between childhood and adulthood despite COVID-19 and to responsibly provide them with the opportunities and spaces this requires. This process must pay particular attention to inequalities that are developing and being reinforced. [more ▼] Background The Pas-de-Calais mining basin is a predominantly urban conurbation of approximately 650,000 inhabitants, situated in the North of France, about 35 km south of Lille and at a reasonable distance of Paris, London and Brussels. The territory have been facing since the end of the mining activity in the 1980s an alarming socio-economic situation, ranked last in France for most of the indicators. Against this background, local and regional actors have created in 2009 a local association, Euralens, in order to use the implementation of the antenna of the Louvre in Lens as a catalyst for territorial development. The association has today two main missions: to prepare and to facilitate the emergence of a metropolis institution; to foster local development by supporting innovative local initiatives through a label process. Findings Created in 2009 at the regional level, Euralens is neither a classical (in France) top-down State intervention nor a genuine bottom-up local initiative. The association has taken a rising importance in the organisation of the territory, favouring the cooperation between local authorities, but also between institutional stakeholders at different levels, the civil society and private actors. Doing so, it gives the Pas-de-Calais mining basin a clearer and louder voice. The recent creation of a specific state policy towards the Mining Basin is a good example of such an assertion and demonstrates the clear redistributive impact of Euralens for the benefit of the locality in the national space. On the question of the distribu-tion of territorial engineering, another accomplishment of Euralens is its the capacity to mobilise external national and international expertise to imagine with local stakeholders policies supporting social and territorial development. Outlook However, the effort seems still insufficient over time. The enormous environmental impact of mining activity as well as the deep social impact of the collapse of this activity have let the territory dry. Albeit positive, the action of Euralens is relatively modest in comparison to the extent of the needs. At the social level in particular, the rebuilding of individuals trust is a long-term policy that deserves more attention. Too often, Euralens disregard the social and the procedural dimensions of injustice. It does not pay sufficient attention to the integration of the civil society to the decision-making in a time of democratic crisis. Yet, symbols, power balance, transparency should be cornerstones of Euralens action in the territory in order to better exemplify change in the locality. [more ▼] In France, spatial injustice is usually described as disadvantages related to place that result in the feeling that the local population is left out or unable to shape the locality’s own future. It contrasts with a strong tradition of “égalité des territoires” (“equality between territories”) which shapes the spatial planning policy. Two contrasted case studies have been selected for the RELOCAL project in France. Located in peri-urban post-industrial contexts, they both need to reopen the path towards local development. The EPA Alzette-Belval (Lorraine) is a top-down initiative established through an on-site technical implementation, while Euralens is a more bottom-up, autonomous association in the Nord mining basin. Spatial injustices existed in both localities, and there were a number of similarities (e.g. access to and financing of public services, fair and equitable access to decision-making processes). The national context goes beyond the individual findings for each case, to reflect on their significance in a national context shaped by successive waves of decentralisation and the recent launch of nationally led thematic initiatives to support local development. We found that Euralens and the EPA Alzette-Belval make a direct contribution to greater spatial justice. The EPA Alzette-Belval specifically targets distributive justice, while Euralens targets procedural justice more. These two actions demonstrate that despite decentralisation, the state remains crucial in France. Like the place-based approach promoted at the EU level, France encourages localities to build up their own initiatives to foster local development, while the state provides timely support through dedicated schemes (e.g. ERBM, ÉcoCité, EPA à la française). In this context, regions facing steep challenges (e.g. economic regeneration following the fall of single industries, asymmetric border exchanges and interdependencies) are overwhelmed by the task of effectively mobilising the national tools at their disposal and initiating local development on their own. Nationally led instruments therefore need to be adapted to local geographic, political and social specificities in order to be capable of deploying their full impact. It therefore seems important – especially in a unitary country like France – to keep monitoring spatial disparities and social inequalities, have dedicated channels for territories to bring forward their respective problems, and as a consequence to keep redistributive measures that can be mobilised to address the deepest territorial divides. Too often, potential beneficiaries of EU funding do not apply (i.e. due to the administrative burden, lack of information). Access to EU regional policy should be more open, simpler and based more on impact (including qualitative and quantitative indicators). Open European satellites with dedicated agents in territories facing structural challenges could contribute by enabling these regions and giving “Brussels” a more human and less bureaucratic face. [more ▼] The present work is part of the research project "Synchronized and energy-adaptive production technology for the flexible alignment of industrial processes to a fluctuating energy supply (SynErgie)" funded by the Federal Ministry of Education and Research. As one of the "Kopernikus projects for the energy transition", the SynErgie research project aims to enable energy-intensive industries in Germany to adapt their electricity demand to the increasingly fluctuating electricity supply. In the past, electricity systems were usually designed so that the generation side of the market was adapted to the temporal behavior of consumption. However, due to the increased expansion of volatile renewable energies, power generation is subject to uncontrollable, weather-dependent fluctuations, which is why making the overall system more flexible is becoming increasingly important. Because the producer side can only offer the required flexibility in the form of a reduction in feed-in, there is a so-called flexibility gap. As became clear on December 14, 2018 and January 10, 2019, this flexibility gap is already pushing the power system to its limits of stability. Only through the use of many compensation mechanisms or With options for flexibility, the security of supply could just be maintained on these days. The industrial processes considered in SynErgie represent a subset of potential flexibility options and can contribute to load adjustment to fluctuating generation as well as to the provision of system services and relief of the grids. In a liberalized, competitive electricity market, the market and regulatory framework conditions are of great relevance with regard to the development of the potential for flexibility in demand. This study therefore first describes the basics of the electricity market design and the constituent legal framework. Current discussions about the basic price system (unit price system vs. zonal system vs. nodal system) are not dealt with. The processing of these discussions as well as the specific analysis of the effects of the price system on demand flexibility is the content of the work packages of the Cluster IV “Market and Electricity System” pending in SynErgie II. The present study therefore rather works on potential obstacles to the participation of flexible demand processes and always refers to the application to industrial processes. The analysis forms the basis for future work in Cluster IV and provides cross-cluster information about the status quo of market structures and regulatory framework conditions. In addition to the systematic processing of the market framework, the scientific literature and already published studies on the subject of demand flexibility (demand side management and demand response) are analyzed and summarized in a meta study. They explore career choices of higher education students giving special attention to the culturally rooted mechanisms of gender segregation and gender (a)typical career choices. The questionnaire is based on the model of cultural stereotypes (Gewinner 2017), which addresses gender ideologies and separates them from stereotyped gender roles and individual cultural values. The additional inclusion of the subject blocks 'socialization' and 'teacher influence' makes it easier to understand gender (a)typical career choices of individuals. [more ▼] The customer requirements for mobility systems are changing. Travelers increasingly expect a carefree travel experience with any starting or destination point ("Seamless Mobility as a Service") - and that with a single booking and billing for all means of transport used. In order to meet this need, the idea of an open and decentralized mobility system is increasingly being discussed, which can integrate the offers of various mobility providers through a common, neutral system. Before such a system can take a concrete form, however, a clear understanding of the opportunities and risks as well as the specific requirements of end customers and mobility providers on such a system is required. The aim of this study is to identify and evaluate the general opportunities and risks of a corresponding system, as well as the general feasibility of the requirements placed on such a system. A multi-method approach was chosen for this purpose. This makes it possible to examine a holistic picture of the requirements of end customers as well as mobility providers and other stakeholders (e.g. technology providers). Records from a workshop with the (associated) partners in the OMOS project and the results of a literature analysis were used as the basis for data collection. To examine the end customer needs, two surveys were carried out with a total of 352 participants, whose questions were derived from practical workshops (survey I) and theoretical models (survey II). In addition, an interview study was carried out with 15 experts to discuss the requirements of various stakeholders, on the basis of which general topics in the field of seamless mobility were also asked. [more ▼] This report presents the economic potential, legal framework, and technical foundations required to understand distributed ledger (DL) / blockchain technology and llustrates the opportunities and challenges they present, especially in the mobility and logistics sectors. It was compiled by the blockchain laboratory at Fraunhofer FIT on behalf of the German Federal Ministry of Transport and Digital Infrastructure (BMVI). Its intended audience comprises young companies seeking, for example, a legal assessment of data protection issues related to DL and blockchain technologies, decisionmakers in the private sector wishing concrete examples to help them understand how this technology can impact existing and emerging markets and which measures might be sensible from a business perspective, public policymakers and politicians wishing to familiarize themselves with this topic in order to take a position, particularly in the mobility and logistics sectors, and members of the general public interested in the technology and its potential. The report does not specifically address those with a purely academic or scientific interest in these topics, although parts of it definitely reflect the current state of academic discussion. [more ▼] The proof of concept showed that the use of Blockchain technology could support cross-organisational communication and cooperation in the asylum procedure. In addition, Blockchain could provide an important foundation for the establishment of digital identities and allow an asylum seeker’s procedure to be tracked based on this identity. Admittedly, not all applicable data protection regulations were fully implemented in the proof of concept. However, the findings gained as part of the project provide a promising basis for the development of a Blockchain-based solution for the asylum procedure that complies with data protection requirements. Moreover, the developed concept could scale beyond Germany’s borders. Blockchain-based, transnational management of asylum procedures could therefore become a joint project of the European member states to strengthen cooperation while safeguarding federal structures. This means that Blockchain technology could be the start of digital federalism in Europe (including the asylum procedure). [more ▼] Digital technologies are changing our society in many ways. In addition to significant increases in productivity and new forms of value creation, the rapid digital change also brings with it a multitude of political and social challenges. While the digitization of the public sector in Germany is still facing challenges, other countries are already further. For example, Estonia has already largely digitized its administration. The federal government would also like to advance Germany with a targeted digitization strategy and strengthen public administration through the use of digital technologies. One of the focus technologies in this context is blockchain. Blockchain is a decentralized data structure, in which data in cryptographically linked blocks can be stored invariably and traceably. The essential concept of blockchain technology is to manage the data to be stored through a subscriber network instead of a central instance. In addition, new blockchain technologies make it possible to automate parts of the cross-agency process management. Due to its properties, blockchain technology offers a good opportunity for coordination in federal structures, as required by the German asylum process. In addition to one body primarily responsible, the Federal Office for Migration and Refugees, other authorities at both federal and state level are involved in the asylum process. For example, initial reception centers and immigration authorities are subordinate to the respective federal states or part of the local government. This results in a large number of process variants, heterogeneous IT infrastructures and an incomplete digital exchange of information. A cross-agency data source already exists in the form of the Central Register of Foreigners (AZR). The AZR contains a large amount of data that may be recorded and stored by the authorized authorities in accordance with applicable law (especially AZRG). In addition, there is a need for IT-based support for cross-agency communication and cooperation. The Federal Office for Migration and Refugees has now evaluated to what extent blockchain can contribute to overcoming these challenges and promote the establishment of digital identities in the asylum context as well as cross-agency communication and cooperation. A proof-of-concept project that the Federal Office carried out in the first half of 2018 serves as an essential reference point. The project began with the selection of the use case ("simplified asylum process") and a pre-evaluation of the suitability of the blockchain technology. After a positive pre-evaluation, a suitable system was developed by a mixed team from the Federal Office, the Fraunhofer FIT Business Informatics project group and a technology partner. The project was then evaluated according to a blockchain-specific evaluation framework. In addition to technical and professional aspects, the focus here was in particular on issues relating to data protection law. The proof-of-concept project has shown that the use of blockchain technology could support cross-agency communication and cooperation in the asylum process. In addition, blockchain could lay an important foundation for the establishment of digital identities and make the process flow of an asylum seeker traceable on the basis of such an identity. It is true that it has not yet been possible to fully implement all applicable data protection regulations in the developed proof-of-concept. However, the knowledge gained in the course of the project forms a promising basis for the development of a data protection-compliant blockchain-based solution for the asylum process. In addition, due to the federal structure taken into account, the developed concept could also be scaled beyond Germany's borders. A blockchain-based, transnational management of asylum processes could thus become a joint project of the European member states to strengthen cooperation while preserving federal structures. Blockchain technology could thus be the beginning of digital federalism in Europe (also in the asylum area). It examines relevant technical aspects and related research questions. This shows that the technology still has fundamental research and development challenges in all areas. These include, for example, the modularization of individual blockchain concepts as well as their combination and integration for application-specific blockchain solutions. The investigation of fields of application and industries that can best benefit from the new technology shows that different properties of the blockchain are relevant for a field of application are. While the automation potential associated with smart contracts is essential for the Internet of Things, it is the irreversibility of the transactions managed for applications in the areas of supply chain, digital media or for guarantees of origin. However, the decisive aspect is that the blockchain is of great relevance for many different areas of application outside of the financial sector and, above all, independent of cryptocurrencies.
