Der Beitrag arbeitet das in der Grenzforschung am weitesten verbreitete Verständnis von ‚borderscapes‘ heraus und gibt den Ansatz in seinen Grundzügen wieder. Dafür werden zu-nächst die Verwendungen des Begriffs und die damit implizierten Verständnisse dargelegt. Darauf aufbauend wird ‚borderscapes’ als relationale, diffundierte, episodische, perspektivi-sche und umkämpfte Formationen systematisiert, die mit nationalen Grenzen in Beziehung stehen. Darüber wird gezeigt, inwiefern ‚borderscapes‘ mit der ‚traditionellen‘ Idee von Grenze als (territoriale) Binarität bricht und einen alternativen Grenzbegriff stark macht: Grenze wird hier in eine Vielzahl gesellschaftlicher Prozesse eingelagert, die wandelbar und gestaltbar sind, sich transskalar und in umkämpfter Weise aufeinander beziehen und in ih-rem komplexen Zusammenspiel Effekte der Einsetzung oder (De-)Stabilisierung von natio-nalen Grenzen hervorbringen. ‚Borderscapes‘ überführt Grenzen also analytisch in die Land-schaften ihrer multiplen Wirksamkeiten und Aushandlungen, die durchaus an ‚territorialen Ränder‘ stattfinden können, aber nicht zwangsläufig. Damit macht der Ansatz ein analyti-sches Angebot, das der „territorial trap“ (Agnew 1994) entkommt, für die Komplexität von Grenzen sensibilisiert und diese außerdem als Ressourcen betrachtet. Trotz der Bemühung ‚borderscapes‘ näher zu umreißen, kann der Ansatz nur schwer auf den Begriff gebracht werden. Die dargelegten Grundzüge stecken vielmehr einen theoretisch-konzeptionellen Rahmen ab, der komplexitätssensible Grenzforscher*innen orientiert und Spielräume für spezifische Aneignungen lässt. Solche werden abschließend anhand von Beispielen der kul-turwissenschaftlichen Grenzforschung vorgestellt und die konzeptionelle Offenheit des An-satzes, die sich besonders in method(ologi)schen Mehrdeutigkeiten widerspiegelt, kritisch gewürdigt. This article provides an overview of the structure of the Luxembourgish language, the national language of the Grand Duchy of Luxembourg, which has developed from a Moselle Franconian dialect to an Ausbau language in the course of the 20th century. In the early 21st century, Luxembourgish serves several functions, mainly as a multifunctional spoken variety but also as a written language, which has acquired a medium level of language standardization. Because of the embedding into a complex multilingual situation with German and French, Luxembourgish is characterized by a high degree of language contact. As a Germanic language, Luxembourgish has developed its distinct grammatical features. In this article, the main aspects of phonetics and phonology (vowels, consonants, prosody, word stress), morphology (inflection of nouns, adjectives, articles and pronouns, partitive structures, prepositions, verbal system), and syntactic characteristics (complementizer agreement, word order in verbal clusters) are discussed. The lexicon is influenced to a certain degree by loanwords from French. Regarding language variation and change, recent surveys show that Luxembourgish is undergoing major changes affecting phonetics and phonology (reduction of regional pronunciations), the grammatical system (plural of nouns), and, especially, the lexical level (decrease of loans from French, increase of loans from German). Population aging is an ongoing societal transformation that has major economic implications for countries worldwide at all stages of development. Various facets of this phenomenon have been explored over the years with a particular focus on the implications for economic development, pension schemes, and the welfare state in general. Yet, neither the social nor the cultural implications of population aging have received adequate attention. This chapter sheds light on whether and how population aging affects immigrant-related and gender-related attitudes. Population aging reduces the working-age population and increases the pool of the economically dependent old. These tendencies create a need for an expansion of the labor force to mitigate the adverse effects on aggregate output. To meet this challenge, policies that expand the domestic labor supply with immigrants and females are called for. However, the attitudes in the population toward these social groups will determine whether such policies are implemented and successful. The link between population aging and immigrant- and gender-related attitudes is also important because the process of population aging may change the prevailing attitudes in a society. Immigrant- and gender-related attitudes are a case in point. As the understanding of the economic necessity to expand the domestic labor force with immigrants and females spreads, the standing of these social groups is likely to increase and hence, the attitudes toward immigrants and females become more favorable. Through this channel, population aging itself may facilitate the implementation of policies that expand the labor supply with these social groups. [less ▲]

Telecommunication law is a broad complex of legal rules, the aim of which is to regulate telecommunication services—the conveyance of signals by means of telecommunication networks; it also covers satellite and space research services. The utmost purpose of these norms is to enable an interference-free transmission of signals, both on a domestic and an international scale. Telecommunication law is composed of three levels of regulations: international, regional, and domestic. The international regulation is performed traditionally by states organized in the International Telecommunication Union on the basis of the ITU Constitution, Convention, and Radio Regulations; trade aspects of telecommunications are regulated by the World Trade Organization. There are several regional cooperation structures dealing with telecommunications; the telecommunication framework of the European Union can serve as an example of a highly harmonized regional regulation based on the Electronic Communication Code. Domestic telecommunication laws are adopted by sovereign states; however, the international rules and regional regulations influence their content and structure. These legal mechanisms are very useful regulatory frameworks that guarantee that telecommunication signals are conveyed to their consumers without administrative and factual obstacles. They have functioned for decades on a pragmatic basis driven mostly by technical and economic needs. [less ▲]

In times when sedentary lifestyles become more prevalent due to societal changes, establishing physically active and healthy lifestyles is gaining increasing importance. By creating early positive experiences for children, especially prior to the age of ten, special attention should be paid to primary schools in order to have a strong influence on the integration of physical activity into the everyday life of every student. Thus, an active school, in which physical activity is placed at its heart, can help establish active and healthy lifestyles and behavior, based on the idea that the best way to increase children’s physical activity is to give them more opportunities to be physically active. This is shown in conceptual frameworks for an Active School, including components such as active breaks and recess; active classroom learning; schoolhouse, schoolyard, and classroom design; active and dynamic sitting; active transport to school; active homework; physical activity-related school events; preschool and after-school clubs and activities; physical education as a learning subject (Scheuer and Bailey 2021). While teacher engagement in general – along with other relevant stakeholders, such as school headteachers, students and their parents – is critical to the successful promotion of physical activity and healthy lifestyle in school settings, teachers teaching physical education should take greater responsibility in this regard for supporting the development of the knowledge, skills, attitudes, and values associated with physically active and healthy lifestyles. As a result, these important aspects should also be considered in physical education teacher education. [less ▲]

In recent years, curriculum development has shifted to competence-oriented approaches in many European countries and beyond. Contents of the respective competence-oriented curricula may vary depending on the specific cultural, social and political background, and accordingly also on the individual decision-makers. They may however comprehensively be defined as “a curriculum that emphasizes the complex outcomes of a learning process (i.e. knowledge, skills and attitudes to be applied by learners), rather than mainly focused on what learners are expected to learn about in terms of traditionally defined content” (UNESCO-International Bureau of Education, 2012). Competence-based curricula are thus criteria-based and goals-oriented, flexible and adaptive to students’ and school contexts. They have in common that learning outcomes are considered as an essential evidence of having acquired competencies. Further, they attest to the effectiveness of education systems at delivering quality education and effective learning. What learners can acquire, however, depends not only on a clear definition of intended competencies and learning outcomes. It is also related to questions like how the learning contents are packaged and presented, how they are taught, where they are taught and acquired, how learners are facilitated, and also how their acquisition is verified (UNESCO-International Bureau of Education, 2012). National and regional policies and curricula thus only pave the way to competence-oriented teaching. They can however only be successful if they are accepted and well implemented by the teacher and if they take place in a positive learning environment (UNESCO-International Bureau of Education, 2012). Accordingly, subject didactics in physical education like in any other subject have to cover two roles: contributing to determine educational standards and developing concepts for competence-oriented teaching (Gogoll & Kurz, 2013). Having this double mission in mind, this chapter is opening by exploring what competence-orientation means, first in general and secondly, more specifically, in physical education classes. It continues by transferring the theoretical knowledge into the practical implementation of competence-oriented tasks. To conclude, a critical glance is thrown on the concept of competence-orientation in physical education. [less ▲]

New Economic Geography (NEG) provides micro-economic foundations for explaining the spatial concentration of economic activities across regions, cities, and urban areas. The origins of the NEG literature trace back to trade, location, and urban economics theories. In NEG, agglomeration and dispersion forces explain the existence of spatial agglomerations. A NEG model usually incorporates a combination of such forces. In particular, firm proximity to large markets and the importance of linkages along a supply chain are typical agglomeration forces. Equilibria properties derived from NEG models are very specific to NEG as they involve multiple equilibria and have a very high dependence on changes in parameters. This phenomenon has important implications for the emergence of nations, regions and cities. In particular, high transport costs imply the dispersion of economic activities, while low transport costs lead to their spatial concentration. The same forces that shape inequalities and disparities between regions also shape the internal structure of cities. Firms concentrate in urban centres to gain greater access to larger demand. The empirical literature has developed several approaches that shed light on spatial agglomeration and estimate the role and impact of transport costs on market access. A key empirical research question is whether observed patterns could be explained by location amenities or agglomeration forces as put forward by NEG. Quasi-experimental methodology is frequently used for such a purpose. NEG theory is supported by empirical evidence, demonstrating the role of market access. [less ▲]
