The notion of “vulnerability” occupies a central role in academic literature, policymaking, humanitarian debates, and everyday discourses on migration and asylum. Its popularity has led some academics and practitioners to use “vulnerability” as a self-explanatory condition or phenomenon. However, a common and systematic understanding of the concept is still missing, and the moral and political meaning often ascribed to this notion may have (un)intended detrimental consequences for those migrants deemed vulnerable. Thus, this paper sets out to critically unpack and highlight the complexities hidden behind this notion in order to provide a conceptual analysis of vulnerability in the context of migration. We do so by (1) providing an overview of definitions of vulnerability across different fields of research, (2) identifying common conceptualizations or types of vulnerability and discussing their implications, and (3) highlighting possible negative societal and psychological consequences of its implementation in the context of migration. Finally, we propose (4) a new conceptual model for understanding vulnerability in the context of migration, showing how this notion can become a useful analytical tool in migration research. Vulnerability has become a key concept in discourses and policies on international protection and reception of refugees. In this context, the notion has been described as a tool to provide special provisions to groups at higher risk or one to perpetuate political agendas within increasingly hostile reception systems. However, vulnerability as an analytical concept has received less attention, with both policymakers and scholars often employing different conceptualisations of vulnerability or treating it as a self-explanatory condition. Building on a previous conceptual elaboration, this paper sets out to apply an understanding of vulnerability as multi-layered, dynamic and embedded in a study of the lived experiences of a group of potentially ‘vulnerable’ migrants, based on ‘fixed’ contextual criteria. Drawing from in-depth interviews with young adults who obtained refugee status in Luxembourg but still live in ‘temporary’ reception centres, this paper provides a wide analytical overview of the conditions of vulnerability encountered by this specific group of migrants, in the process of building their lives in a new country. Following the participants’ subjective temporal imaginaries of past, present and future, the analysis highlights and problematises conditions of structural, situational and experiential vulnerability emerging from their accounts and experiences, and discusses their possible implications. To assist the vulnerability identification process, researchers proposed prediction models that highlight (for inspection) the most likely to be vulnerable parts of a system. In this paper we aim at making a reliable replication and comparison of the main vulnerability prediction models. Thus, we seek for determining their effectiveness, i.e., their ability to distinguish between vulnerable and non-vulnerable components, in the context of the Linux Kernel, under different scenarios. To achieve the above-mentioned aims, we mined vulnerabilities reported in the National Vulnerability Database and created a large dataset with all vulnerable components of Linux from 2005 to 2016. Based on this, we then built and evaluated the prediction models. We observe that an approach based on the header files included and on function calls performs best when aiming at future vulnerabilities, while text mining is the best technique when aiming at random instances. We also found that models based on code metrics perform poorly. We show that in the context of the Linux kernel, vulnerability prediction models can be superior to random selection and relatively precise. Thus, we conclude that practitioners have a valuable tool for prioritizing their security inspection efforts. [less ▲]

L?ouvrage est consacré à l'analyse de ce processus de fragilisation, encore très peu étudié. Die vorliegende Arbeit beschäftigt sich mit morphologischer Variation im Luxemburgischen und verfolgt dabei zwei Hauptziele: Erstens sollen ausgewählte, zu einem großen Teil noch unerforschte Phänomene auf Grundlage eines umfangreichen Sprachdaten-Korpus systematisch beschrieben und die Variation, die diese Phänomene prägt, detailliert analysiert werden. Zweitens will die Forschungsarbeit mithilfe eines maßgeschneiderten Testverfahrens anschließend eruieren, wie diese Variationsphänomene von Luxemburgisch-Sprecher.innen wahrgenommen und bewertet werden. Die Dissertation liefert somit nicht nur einen wichtigen Beitrag dazu, morphologische Variation und somit auch Wandel im Luxemburgischen besser zu verstehen, sondern auch die Etablierung der perzeptionslinguistischen Forschungsdimension innerhalb der Luxemburgistik voranzutreiben. The Pret a Voter cryptographic voting system was designed to be flexible and to offer voters a familiar and easy voting experience. In this paper we present a case study of our efforts to adapt Pret a Voter to the idiosyncrasies of elections in the Australian state of Victoria. This technical report includes general background, user experience and details of the cryptographic protocols and human processes. We explain the problems, present solutions, then analyse their security properties and explain how they tie in to other design decisions. We hope this will be an interesting case study on the application of end-to-end verifiable voting protocols to real elections. A preliminary version of this paper appeared as the 10th February 2014 version of "Draft Technical Report for VEC vVote System". This version augments that version with additional message sequence charts. V rámci projektu BMC-EU (Základní pohybové kompetence v Evropě) byl na základě koncepce základních pohybových kompetencí a výsledků sběru dat vytvořen rámec podpory a vzorová sada nástrojů (výsledek první fáze projektu – intelektuální výstup 3). Účelem této sady je nabídnout variabilní přístup k metodice tělesné výchovy. V první fázi projektu byl vytvořen podpůrný rámec pro diagnostiku základních pohybových kompetencí žáků, jejich silných a slabých stránek z pohledu základních pohybových způsobilostí. Na základě tohoto rámce byly vyvinuty podklady ve formě vzorové podpůrné sady (didaktických) materiálů, připravených k implementaci v konkrétních vzdělávacích situacích, jejichž účelem je rozvoj základních pohybových kompetencí diagnostikovaných žáků. Vzorová podpůrná sada nástrojů obsahuje pokyny pro interpretaci výsledků testů MOBAK (Motorische Basiskompetenzen), podpůrný rámec MOBAK, glosář a vzorovou podpůrnou sadu nástrojů s materiály pro učitele tělesné výchovy ve formě karet MOBAK. Karty MOBAK popisují činnosti a aktivity dle principů variace (rozličnosti podnětů) a jsou založeny na přístupu orientovaném na kompetence. [less ▲]

Since the so-called Letter of Liberty of 1244, the burghers of Luxembourg had the duty to defend their town and to go to war with their lord. This contribution examines, based predominantly on medieval account books, what concrete tasks this duty entailed. It distinguishes between the construction and maintenance of the city walls, the required services asked of the village dwellers, the sentry duty of the inhabitants, personal arms of the denizens and heavy weaponry of the municipality, concrete war preparations and actual military campaigns. The assessment of empirical historical evidence allows not only to calculate the costs of these military ventures but also to provide a rather detailed evaluation of the technological state of development of the artillery in the 14th to 15th century.
