In der Geschichtsschreibung zu Ostbelgien hat das 19. Jahrhundert über Jahrzehnte ein Schattendasein gefristet. Den Schatten warfen drei geschichtliche Momente: der Staatenwechsel von 1920, die bewegten Jahre bis zum Ende des Zweiten Weltkriegs und die anschließende Säuberung. Häufig wurden Geschichte und Geschichtsbilder zu bloßen Argumenten, um die Angliederung Eupen-Malmedy-Sankt Viths an Belgien 1920 zu verteidigen bzw. zu verdammen. In dieser Folge von „100 Jahre Ostbelgien“ möchten wir wir erklären, wie aus dem so genannten langen 19. Jahrhundert die große Unbekannte der regionalen Vergangenheit wurde und skizzieren, wie die Zeitspanne von der Französischen Revolution bis zum Ersten Weltkrieg heute aus der Sicht der Geschichtswissenschaft dargestellt wird. Seit 1973 verfügen die deutschsprachigen Belgier über ihre eigene parlamentarische Versammlung. Wahlkämpfe in der deutschen Kulturgemeinschaft wurden so zu zentralen Momenten der politischen Auseinandersetzung und des Parteienstreits. In dieser Folge von „100 Jahre Ostbelgien“ wollen Andreas Fickers und Christoph Brüll diese Wahlkämpfe auf der Grundlage von Wahldebatten beleuchten, die der BHF/BRF in den Jahren 1974 bis 1999 ausgestrahlt hat. The UK’s periodic research assessment exercise has grown larger and more formalised since its first iteration in 1986. Marcelo Marques, Justin J.W. Powell, Mike Zapp and Gert Biesta have examined what effects it has had on the submitting behaviour of institutions, considering the intended and unintended consequences in the field of education research. Findings reveal growing strategic behaviour, including high selectivity of submitted staff, the reinforcement of scientific norms with respect to the format and methodological orientation of submitted research outputs, and an explicit concentration of funding. Inter-Component Communication (ICC) is a key mechanism in Android. It enables developers to compose rich functionalities and explore reuse within and across apps. Unfortunately, as reported by a large body of literature, ICC is rather "complex and largely unconstrained", leaving room to a lack of precision in apps modeling. To address the challenge of tracking ICCs within apps, state of the art static approaches such as Epicc, IccTA and Amandroid have focused on the documented framework ICC methods (e.g., startActivity) to build their approaches. In this work we show that ICC models inferred in these state of the art tools may actually be incomplete: the framework provides other atypical ways of performing ICCs. To address this limitation in the state of the art, we propose RAICC a static approach for modeling new ICC links and thus boosting previous analysis tasks such as ICC vulnerability detection, privacy leaks detection, malware detection, etc. We have evaluated RAICC on 20 benchmark apps, demonstrating that it improves the precision and recall of uncovered leaks in state of the art tools. We have also performed a large empirical investigation showing that Atypical ICC methods are largely used in Android apps, although not necessarily for data transfer. We also show that RAICC increases the number of ICC links found by 61.6% on a dataset of real-world malicious apps, and that RAICC enables the detection of new ICC vulnerabilities. [less ▲]

We develop a model to determine the optimal structure and size of a rail car fleet at a chemical company under uncertainty in demand and travel times as well as substitution between rail car types. First, we formulate an MILP model that accounts for the substitution relations between the types and minimizes the total direct rail car cost under given rail car availability constraints and a predefined maximum number of types. Second, based on the fleet structure obtained by the MILP model, the fleet size is computed by using an approximation from inventory theory that considers the existing uncertainties. Compared to the current approach of the rail car fleet management team, the model produces a reduction in safety stock of 120 rail cars and thus direct cost savings of 8% as well as further indirect cost savings due to a smaller number of rail car types, which reduces the switching effort of the rail cars on the storage tracks.
