This paper addresses the main legal challenges related to future human exploration of the Moon, with the goal to show possible solutions. In order to do so, it first presents an overview of current lunar exploration programs, arguing that public and private missions raise different challenges and thus require specific models. Following, it accordingly assesses possible legal solutions for the regulation of these programs. On the one hand, States’ exploration programs may be governed by a revised version of the Intergovernmental Agreement already concluded for the International Space Station. On the other hand, private activities could be better organized relying on Articles VI-IX OST as integrated by a new UNGA Resolution, ad hoc bilateral agreements and specific provisions in national space legislations. Finally, the paper concludes underlining the importance of international cooperation as the key to ensure the peaceful use and exploration of outer space. [less ▲]

In the light of the recently renovated interest in returning humans to the Moon, this paper addresses the main legal challenges related, with the goal to show practical solutions under the current system of international space law. In order to do so, the paper first presents an overview of current lunar exploration programs, arguing that public and private missions raise different challenges and thus require specific models. Following, it accordingly assesses possible legal solutions for the regulation of these programs. On the one hand, States’ exploration programs may be governed by a revised version of the Intergovernmental Agreement already concluded for the International Space Station. On the other hand, private activities could be better organized relying on Articles VI-IX OST as integrated by a new UNGA Resolution, ad hoc bilateral agreements and specific provisions in national space legislations. Backgating effect as well as breakdown and high-current performance of AlGaN/GaN HEMTs on silicon substrates are studied. The material structure of investigated devices differ in the thickness of stressrelaxing intermediate layer sequence (~1 μm and ~2.5 μm thick). It is shown that the transistor backgating effect is reduced for the thicker sequence. Similarly, the reverse gate current is two orders of the magnitude lower and the gate-drain breakdown voltage increases substantially in devices with the thicker sequence. Increase from ~40 V to ~160 V of the HEMT blocking capability measured under electrostatic discharge-like conditions is also observed. [less ▲]

Sustainable development has been a subject of urban planning for three decades now. Planners and practitioners now have a wealth of materials, catalogues, readers, and textbooks at their disposal that discuss local problems and practices. The problem, however, is that sustainable development is a very broad and often contradictory concept that is difficult to implement, and has since become a vector for market-led, exclusionary, urban development and planning. Little progress has been achieved, especially in regard to social equality. At the time of this writing, the global pandemic was also unfolding, which demanded priorities in health care on one hand and opened up new questions about sustainable development on the other. If sustainability and post-pandemic planning (for sustainability) is to be taken seriously, it is imperative to identify, reassert, and re-center social injustices in the productive processes that generate urban and regional spaces. There is a risk that social polarization will widen further still and that it too will be market-led as governments struggle with the crisis. Practitioners need to be careful about how people are included and can benefit from planning practice. There is inspiration from planning theory. Knowledge of public interest, differing epistemologies and ontologies, problems of racism and class, and a revival of kindness in political democratic are some ideas that publicly funded urban and regional planning offices can promote and assert – in the interests of sustainability. This thesis is a review of backreaction, which is a possible alternative to dark energy and modified gravity. We describe in detail the 3+1 covariant formalism and Frobenius' theorem. We present the averaging procedure developed by Buchert, the Buchert equations and the generalization of these equations to the case of general matter. We then generalize to arbitrary number of spatial dimensions. We focus on the case of 2+1 dimensions, where the relation between the topology and the geometry of a surface imposes a global constraint on backreaction. [less ▲]

The combination of nonorthogonal multiple access (NOMA) using power-domain with backscatter communication (BC) is expected to connect large-scale Internet of things (IoT) devices in the future sixth-generation era. This article introduces a BC in a multicell IoT network, where a source in each cell transmits a superimposed signal to its associated IoT devices using NOMA. The backscatter sensor tag (BST) also transmits data to IoT devices by reflecting and modulating the superimposed signal of the source. A new optimization framework is provided that simultaneously optimizes the total power of each source, power allocation coefficient of IoT devices, and RC of BST under imperfect successive interference cancellation decoding. This work aims to maximize the total energy efficiency (EE) of the IoT network subject to the quality of services of each IoT device. The problem is first transformed using the Dinkelbach method and then decoupled into two subproblems. The Karush–Kuhn–Tucker conditions and dual Lagrangian method are employed to obtain efficient solutions. In addition, we also calculate the EE of the conventional NOMA network without BC as a benchmark framework. Simulation results unveil the advantage of our considered NOMA BC network over the conventional NOMA network in terms of system total EE. [less ▲]

Backscatter communications (BC) has emerged as a promising technology for providing low-powered transmissions in nextG (i.e., beyond 5G) wireless networks. The fundamental idea of BC is the possibility of communications among wireless devices by using the existing ambient radio frequency signals. Non-orthogonal multiple access (NOMA) has recently attracted significant attention due to its high spectral efficiency and massive connectivity. This paper proposes a new optimization framework to minimize total transmit power of BC-NOMA cooperative vehicle-to-everything networks (V2XneT) while ensuring the quality of services. More specifically, the base station (BS) transmits a superimposed signal to its associated roadside units (RSUs) in the first time slot. Then the RSUs transmit the superimposed signal to their serving vehicles in the second time slot exploiting decode and forward protocol. A backscatter device (BD) in the coverage area of RSU also receives the superimposed signal and reflect it towards vehicles by modulating own information. Thus, the objective is to simultaneously optimize the transmit power of BS and RSUs along with reflection coefficient of BDs under perfect and imperfect channel state information. The problem of energy efficiency is formulated as non-convex and coupled on multiple optimization variables which makes it very complex and hard to solve. Therefore, we first transform and decouple the original problem into two sub-problems and then employ iterative sub-gradient method to obtain an efficient solution. Simulation results demonstrate that the proposed BC-NOMA V2XneT provides high energy efficiency than the conventional NOMA V2XneT without BC. [less ▲]

Mobile edge computing (MEC) has emerged as a prominent technology to overcome sudden demands on computation-intensive applications of the Internet of Things (IoT) with finite processing capabilities. Nevertheless, the limited energy resources also seriously hinders IoT devices from offloading tasks that consume high power in active RF communications. Despite the development of energy harvesting (EH) techniques, the harvested energy from surrounding environments could be inadequate for power-hungry tasks. Fortunately, Backscatter communications (Backcom) is an intriguing technology to narrow the gap between the power needed for communication and harvested power. Motivated by these considerations, this paper investigates a backscatter-assisted data offloading in OFDMA-based wireless-powered (WP) MEC for IoT systems. Specifically, we aim at maximizing the sum computation rate by jointly optimizing the transmit power at the gateway (GW), backscatter coefficient, time-splitting (TS) ratio, and binary decision-making matrices. This problem is challenging to solve due to its non-convexity. To find solutions, we first simplify the problem by determining the optimal values of transmit power of the GW and backscatter coefficient. Then, the original problem is decomposed into two sub-problems, namely, TS ratio optimization with given offloading decision matrices and offloading decision optimization with given TS ratio. Especially, a closedform expression for the TS ratio is obtained which greatly enhances the CPU execution time. Based on the solutions of the two sub-problems, an efficient algorithm, termed the fast-efficient algorithm (FEA), is proposed by leveraging the block coordinate descent method. Then, it is compared with exhaustive search (ES), bisection-based algorithm (BA), edge computing (EC), and local computing (LC) used as reference methods. As a result, the FEA is the best solution which results in a near-globally-optimal solution at a much lower complexity as compared to benchmark schemes. For instance, the CPU execution time of FEA is about 0.029 second in a 50-user network, which is tailored for ultralow latency applications of IoT networks. [less ▲]

This leads to a description of the singular locus (te (the set of conjugacy classes of representations whose centralizer strictly contains the center of the ambient group) of the irreducible part of the character variety $\chi^i(\Gamma,PSL(p,\mathbb{C}))$. When $\Gamma$ is a free group of rank $l\geq 2$ or the fundamental group of a closed Riemann surface of genus $g\geq 2$, we give a complete description of this locus and prove that this locus is exactly the set of algebraic singularities of the irreducible part of the character variety. Let G be a connected, reductive, complex affine algebraic group, and let Xr denote the moduli space of G-valued representations of a rank r free group. We first characterize the singularities in Xr resolving conjectures of Florentino-Lawton. In particular, we compute the codimension of the orbifold singular locus using facts about Borel-de Siebenthal groups. We then use this codimension to calculate some higher homotopy groups of the smooth locus of Xr, proving conjectures of Florentino-Lawton-Ramras. Lastly, using the earlier analysis of Borel-de Siebenthal groups, we prove a conjecture of Sikora about CI Lie groups. [less ▲]

Bcl-2-associated athanogen-6 (BAG6) is a nucleocytoplasmic shuttling protein involved in protein quality control. We previously demonstrated that BAG6 is essential for autophagy by regulating the intracellular localization of the acetyltransferase EP300, and thus, modifying accessibility to its substrates (TP53 in the nucleus and autophagy-related proteins in the cytoplasm). Here, we investigated BAG6 localization and function in the cytoplasm. First, we demonstrated that BAG6 is localized in the mitochondria. Specifically, BAG6 is expressed in the mitochondrial matrix under basal conditions, and translocates to the outer mitochondrial membrane after mitochondrial depolarization with carbonyl cyanide m-chlorophenyl hydrazine, a mitochondrial uncoupler that induces mitophagy. In SW480 cells, the deletion of BAG6 expression abrogates its ability to induce mitophagy and PINK1 accumulation. On the reverse, its ectopic expression in LoVo colon cancer cells, which do not express endogenous BAG6, reduces the size of the mitochondria, induces mitophagy, leads to the activation of the PINK1/PARKIN pathway and to the phospho-ubiquitination of mitochondrial proteins. Finally, BAG6 contains two LIR (LC3-interacting Region) domains specifically found in receptors for selective autophagy and responsible for the interaction with LC3 and for autophagosome selectivity. Site-directed mutagenesis showed that BAG6 requires wild-type LIRs domains for its ability to stimulate mitophagy. In conclusion, we propose that BAG6 is a novel mitophagy receptor or adaptor that induces PINK1/PARKIN signaling and mitophagy in a LIR-dependent manner. [less ▲]
