Au Grand-Duché de Luxembourg, l’Association des Cercles d’Etudiants Luxembourgeois (ACEL) représente actuellement l’un des grands acteurs dans le domaine de l’information sur les transitions entre l’enseignement secondaire et l’enseignement supérieur, d’un côté, et entre l’enseignement supérieur et la vie professionnelle, de l’autre côté. Les campagnes d’information de l’ACEL se basent essentiellement sur ses différentes publications, qui sont mises gratuitement à disposition au public et élaborées en étroite collaboration avec ses cercles-membres et une série de partenaires et collaborateurs du secteur privé et public. Le but est d’informer le plus complètement possible sur toutes les étapes d’une formation supérieure, en commençant par les informations relatives au choix de la branche et du lieu d’étude, suivi par l’accompagnement et l’encadrement pendant les études elles-mêmes et allant jusqu’au passage à la vie professionnelle. Dans le présent travail, nous allons présenter l’ensemble des publications et actions de l’ACEL visant à faciliter ces deux transitions. [less ▲]

Publicly provided healthcare has received growing attention. Debates have been fuelled by evidence on improved health and reduced poverty, and concerns over adverse labour market effects; concerns that are, to date, only supported by mixed empirical findings. This article examines whether publicly provided healthcare influences the decision to migrate. The spatial and temporal variation in the expansion of a non-contributory health insurance programme in Mexico, combined with the panel dimension and the timing of household survey data allows causal identification of the effect of increased coverage on migration. Difference-in-differences estimates reveal that accessing healthcare for free raises internal migration. The effect on international migration, costlier by nature, is statistically insignificant. Potential mechanisms include better health, the alleviation of financial constraints and a greater propensity to work. Results point to the relevance of including household members who have migrated in assessing the impacts of social health policies. They suggest that publicly provided healthcare could have multiplier effects on economic development and welfare by enabling labour force detachment of working-age members in affiliated households. We present a novel method for publishing differentially private synthetic attributed graphs. Our method allows, for the first time, to publish synthetic graphs simultaneously preserving structural properties, user attributes and the community structure of the original graph. Our proposal relies on CAGM, a new community-preserving generative model for attributed graphs. We equip CAGM with efficient methods for attributed graph sampling and parameter estimation. For the latter, we introduce differentially private computation methods, which allow us to release communitypreserving synthetic attributed social graphs with a strong formal privacy guarantee. Through comprehensive experiments, we show that our new model outperforms its most relevant counterparts in synthesising differentially private attributed social graphs that preserve the community structure of the original graph, as well as degree sequences and clustering coefficients. The idea is to break some of the myths around OA (e.g. OA is a journal, OA is only possible the gold way) by presenting the 'Green' (self-archiving) and 'gold' (paying Article Processing Charges) routes. Some of the benefits are presented, along with the main Luxembourgish funder FNR's mandate. Ticket-switching incidents where customers switch the price tag or bar code in order to pay a lower amount for their ‘purchased item’ is not uncommon in retail stores. Since the item has to pass through a check-out counter before leaving the store, it has a (even if miniscule) positive probability of being identified. However, when item-level RFID tags are used in an automated check-out environment, the probability of such incidents coming to light is estimated to be almost zero. We propose an authentication protocol for this scenario using a pair of item-level RFID tags, one of which is PUF-enabled to resist cloning attacks. [less ▲]
