[more ▼] This article reconstructs the world of the Dutch amateur film around 1930; a dynamic period during which the amateur film gradually developed from being just one branch of photography (cinematography) to becoming an independent film discipline. On the basis of a series of articles about amateur film, published in the photography magazine 'Focus', we shed light on the changing creative processes and discourses of early amateur films and by extension the ‘making of’ early amateur filmmakers themselves. The series, which was written by a beginning amateur filmmaker on the threshold of the ‘Nederlandse Smalfilmliga’ [Dutch Amateur Film League] (1931) and the amateur film magazine 'Het Veerwerk' (1932), offers an interesting insider view of the world of amateur films as it is taking shape. Taking the themes that are covered in the series – ranging from simple films of children and holidays to editing – and the associated user dynamics, the article throws light on the amateur filmmakers’ quest for a distinct production culture and way of creating films. It also does not explicitly regulate tax competition of its constituent parts (the EU Member States) with third countries, but only regulates “internal tax competition” among them, through the mechanism of the Code of Conduct and, even more strongly, by prohibiting State aid from being granted through tax measures. The question asked by the title of this chapter thus seems to be easily answerable in the negative: since the European Union does not make external tax policies for its Member States and does not itself provide specific tax incentives, it is not an agent of tax competition. Consequently, it would be challenging to argue that the European Union engages in harmful tax competition towards third countries. Taking a broader view, however, the notion that the European Union may engage in harmful tax competition may not be so easily dismissed, as it takes regulatory action that impacts Member States as primary agents of tax competition in a variety of ways, which can either improve or reduce the Member States’ and, by extension the European Union’s competitive position vis-à-vis third countries. Such impact takes three different routes: (i) primary EU law, affecting the design of domestic tax incentives; (ii) secondary EU law, determining certain kinds of tax incentives; and (iii) soft-law instruments, affecting domestic tax design. This contribution aims at analysing these three routes of tax competition of the European Union in order to get a deeper understanding of the ways in which the European Union may be said to engage in harmful tax competition. D’autres effets les affectent: « le caractère de la personne AVC a changé complètement depuis son AVC », ils estiment que « c’est sur le plan psychologique que cela a été le plus difficile ». Malgré les changements intervenus, les voyages demeurent un sujet qui les mobilise. Les besoins « d’information concernant l’aide financière » et « d’aide pour faire des demandes administratives, d’allocations ou de services » sanitaires et socio-éducatifs sont des priorités communes. Ils sont attentifs au fait que « les services et l’équipement fournis soient de bonne qualité » et dispensés à « des moments de la journée qui conviennent ». [more ▼] OBJECTIVE: Identify and evaluate current treatment recommendations in Europe for the care of children with diabetes in view of the European Union (EU) recommendations for Reference Centers. METHODS: A questionnaire was sent in 2008 to representatives of all EU countries and Norway, all known to be actively involved in pediatric diabetes care. Participants were asked whether specific guidelines were recommended and applied in their countries; when possible, they were invited to forward their national guidelines. As a second step, we evaluated the guideline mostly used in relationship to the recommendations of the EU. RESULTS: Information was obtained from all EU countries (including Scotland and Norway). National guidelines, as available, were forwarded for review. A 15/29 reported to use the International Society for Pediatric and Adolescent Diabetes (ISPAD) Clinical Practice Consensus Guidelines (CPCG), whereas 10 reported using national guidelines. These national guidelines were partly based on and/or compatible with ISPAD guidelines, but in most cases were far less detailed. The size and presentation differed (web based, booklet, page or chapter in adult guidelines). In four countries, no specific guidelines were used. As ISPAD CPCG were used most frequently, its content was evaluated within the EU Centres of Reference recommendations and minor changes were made in agreement with the ISPAD editor. DISCUSSION: Differences between guidelines may influence surveillance and quality of care in pediatric diabetes within Europe. Although a majority of countries is using or at least mentioning the ISPAD CPCG, their implementation as EU standard needs further endorsement. As language difficulties may hamper its implementation on a wider scale, further translation of the ISPAD guidelines should be endorsed to render it accessible to all healthcare professionals. With respect to the content, some changes were then made in agreement with the editors, adjusting them to the European context. For European Reference Centers, some further guidance on research may be included. Once implemented on an EU wide level, benchmarking of carefully defined robust quality of care and quality of life indicators will allow us to improve these guidelines on a regular basis ensuring an evidence-based care for all children with diabetes. We ground this understanding in a historical analysis of ‘harmony’ as a distinct traditional Chinese ideal that gradually finds its new expressions through policy in contemporary China. Based on this, we will focus particularly on language practices surrounding ‘harmony’ that are emerging from the Internet, a discursive space and site of policing that is highly diverse while also heavily contested with respect to policing processes, and notably so in the context of the PRC for its stringent measurement of censorship and sensitization of language use. From this perspective of the Internet, we will show empirically that although the state is arguably the strongest stakeholder in implementing the policy of harmony – or, better, harmonization – in the case of China, the actual processes of harmonization through policing online develop in detailed, multidirectional and unpredictable rather than abstract, linear or monofocal ways. The outcomes of such processes are, paradoxically, alternative ideologies of harmony as well as nonnormative use of language. The general implications to language policy will also be discussed. The paper offers a descriptive analysis of the field of Internet memes that critique and subvert the policies of harmonization. This includes new meanings for words (e.g. ‘harmony’ as euphemism for censorship) and puns around the acoustic image of hexie and other censorable words, resulting in the circulation and bricolage of myths and songs revolving around ‘river crab’ (hexie) and ‘grass mud horse’ (caonima) as placeholders of dissent, which feed back into offline popular (and critical) culture. The paper concludes with a discussion of the politics of harmony, pointing at the increasingly polycentric realities clashing with the modernist monocentric ideal of the state project of harmony, and with arguments for an ethnographically based understanding and inspection of language policy as an instrument for shaping sociolinguistic life. The objective was to analyze agreement within patient-caregiver couples in responses to statements concerning the psychological & social repercussions of stroke. Two years post-stroke, 97 patient-PC pairs were administered questionnaires at home. Logistic regression was used to analyze data on 50 couples of questionnaires from Luxembourg (Lux) & 47 from Portugal (Por); 60% of patients were men, with average ages of 65 years in Luxembourg & 71 years in Portugal; 75% of carers were women aged on average 61.5 years (Lux) & 61 years (Por). Responses to the question "Are you happy or not?" were more correlated with concordance within patient-caregiver couples’ statements concerning the psychological and social repercussions of stroke than were socioeconomic characteristics (nationality, age, having finished elementary school or not). Patients who considered themselves happy were more likely to give answers close to those of their caregivers. This was true particularly in the domain of stroke repercussions on relationships with friends: “sympathy shown by friends and relations”, “loss of friends”, “friends bothered by the handicap” & "ties maintained & even strengthened”. Conversely, PCs who described themselves as happy were less likely to agree with the patient they cared for. Patient-PC couples emphasised the consequences of a stroke on self-image in the face of the “loss of many friends" & the fact that "the patient feels devalued ". Family & social life is disrupted by stroke, and friendly relationships are put under stress. Patient-caregiver coherence is central, not least in its effect on quality of life.
